Abstract: The methods used in the construction branch of the department of works of the Brisbane city council in managing a large day labour organisation are described. The steps taken to achieve desired productivity levels through pre planning, resource allocation, cost controls and staff training are outlined. Staff have become more committed to meeting cost and time targets through their involvement in team management. Attention is drawn to the need to train staff and provide them with clear guidelines on the administration of contracts. The importance of documentation, communication, records and proper attitudes is covered. A clearer understanding by staff of their duties has lessened the number of unnecessary disputes and delays on contracts (a).
