Aggregation of fuzzy opinions under group decision making

The last 20 years have seen increasing interest in the use of Delphi in a wide range of health‐care applications. However, this use has been accompanied by attempts to codify and define a “true Delphi”. Many authors take a narrow view of the purpose of Delphi and/or advocate a single prescriptive approach to the conduct of a Delphi study. However, as early as 1975, Linstone and Turoff pointed to the danger of attempting to define Delphi as one would immediately encounter a study that violated that definition. Through critical examination of some of the controversies and misunderstandings that surround Delphi, this paper aims to dispel some of the myths and demonstrates the wide scope and potential of this versatile approach.

Delphi: myths and reality.

Due to the funding scale and complexity of lubricant regenerative technology, the selection of recycling technology and policy for waste lubricant oil can be viewed as a multiple-attribute decision process that is normally made by a review committee with experts from academia, industry, and the government. This study aims to provide a systematic approach towards the technology selection, in which two phase procedures are proposed. The first stage utilizes Fuzzy Delphi Method to obtain the critical factors of the regenerative technologies by interviewing the foregoing experts. In the second stage, Fuzzy Analytic Hierarchy Process is applied to find the importance degree of each criterion as the measurable indices of the regenerative technologies. This study considers eight kinds of regenerative technologies which have already been widely used, and establishes a ranking model that provides decision makers to assessing the prior order of regenerative technologies. The empirical study indicates that the ''Proper scale'' is the most important evaluation criterion considered in overall experts. The demonstration of how the prior order of regenerative technologies changes under various domains of experts is addressed as well.

A practicing industrial engineer, even an experienced decision maker, needs help in the sense that there is a necessity to use more logical or analytical decision support tools, especially when dealing with control and instrumentation projects which are often worth millions of dollars. In this article we propose an algorithm which can support the process of group decision making relating to industrial automation, especially involving the selection of control and instrumentation equipment. The aim of this article is to look only at the algorithm's application and how it is applied. To this end, two test cases are used as examples: (1) selecting a local area network for installation in an academic environment; and (2) selecting an integrated control system for a real-world pulp and paper mill. Obtained results show that the algorithm leads to a satisfactory solution. A software form of the algorithm is being programmed for use as a decision support tool.

Applying Multiattribute-Based Group Decision Making Techniques in Complex Equipment Selection Tasks

In order to manage successfully a group of expert systems development, it is utmost important to manage a team of knowledge workers or engineers as effectively as possible. A mixed team consisting of both knowledge engineers and sys­ tem engineers often need to be administered instead . In this paper, issues in relation to acquiring knowledge from experts, analyzing , representing and incorporating such knowledge into the expert systems, in particular, business ex­ pert systems will be identified and discussed , based on iden­ tifying a normal process of development of expert systems and an ordinary task of knowledge engineers. Our emphasis will be placed on how to successfully manage knowledge en­ gineers as human resources as integral part of systems de­ velopment, rather than the management of knowledge en­ gineering process per se . Finally, approaches on how to resolve such issues will be explored with relevant illustrations available and a grand soft­ ware in terms of wisdom bases (instead of knowledge bases) and wisdom management will be proposed .
