Alignment of Global and National Interest with Regional Strategic Priorities

   Topicality. The growing instability of economic systems, the transition of the global market space from a stationary state to a large extent during an extraordinary period are accompanied by an intensification of interregional and international competition for resources and factors of expanded reproduction. This is associated with such significant structural changes and transformations that they actualize the search and justification of new strategic vectors of socio-economic development of national economies for the period of “post-normality” and a longer extraordinary period. It is the application of an effective strategizing methodology that allows the developers of any strategy to focus on the search for new strategic opportunities and breakthrough transformations, focuses on determining and choosing the right and long-term vector of development of the strategizing object. The authors emphasize that “new horizons” strategies or innovative development strategies based on technological competitive advantages are the most effective, which, in the context of limited access to imports of high-tech developments and the impossibility of their cross-border transfer, in particular to Russia, forms a predominant focus on the avant-garde domestic technological developments in the justification of strategic priorities. This causes the activation of processes to form the national economy technological sovereignty and emphasizes its strategic importance.   Aim. Determine the basic directions of strategizing the national economy during a period of burgeoning technological sovereignty.   Tasks. Designate the strategic role of scientific and industrial sectors in the process of national economy transition to technological independence, formulate the financial and the human resources development aspects of strategizing the national economy during a period of burgeoning technological sovereignty.   Methods. The scientific research is based on the general theory of Strategy and strategizing methodology developed by the Center for Strategic Research at the Institute of Mathematical Research of Complex Systems and the Economic and Financial Strategy Department at Moscow School of Economics at Lomonosov Moscow State University with the leadership of Foreign Member of the Russian Academy of Sciences, professor Vladimir L. Kvint.   Results. The authors have shown the relationship between strategizing and the processes of formation the national economy technological sovereignty, clarified the role of industrial strategizing in the national economy during a period of burgeoning technological sovereignty, formulated key aspects of the financial strategy and the labor potential development strategy of the national economy during a period of burgeoning technological sovereignty.   Conclusions. The process of forming the national economy during a period of burgeoning technological sovereignty must comply with the strategizing methodology, follow the long-term regulated stages and methodological principles for the development and implementation of an appropriate national strategy for the transition to technological independence. Particular attention should be paid to industrial and financial strategizing of the transition to technological independence and strategizing the labor potential development of the national economy during a period of burgeoning technological sovereignty.

Strategizing the National Economy during a Period of Burgeoning Technological Sovereignty

Canning has evolved exponentially since its creation over 200 years ago. The best was to define canning may be to utilise the definition of commercial sterility found in the United States Code of Federal Regulations (CFR) for low-acid canned foods found in Title 21, Part 113, “Thermally Processed Low-Acid Foods Packaged in Hermetically Sealed Containers.”

Technical and quality management of canning

   The dynamism of the economic environment, associated with a change in the group of strategic factors and the resource base, leads to a forced reduction in the required time to search for and justify strategic decisions regarding the implementation of cardinal opportunities, while the cost of a mistake increases. In this context, the choice and justification of the long-term vector and the object development trajectory, which corresponds to the process of developing and further implementing the strategy, acquires the highest importance.   It becomes necessary to know and apply verified and reasonable approaches to strategizing, on the contrary, the lack of understanding or the use of approaches and tools that do not meet the requirements can lead to methodological errors that have long-term negative consequences for the strategizing object. In turn, industries are one of the prospective strategizing objects, and it is they who are able to act as drivers for the development of economic systems as a whole. In order to eliminate errors and reduce impractical and methodologically incorrect documents on industrial development that do not have a strategic character, it is proposed to systematize and clearly regulate the sequence of industrial strategizing, which is the purpose of this scientific study.   Since the most critical errors occur at the initial stages of strategizing, to a greater extent this research is focused on the formation of the concept — the core block of any strategy. In accordance with this, the scientific article presents the main stages of industry strategizing, describes in detail the essence and procedure for the formation of the concept of industry strategy.

Fundamentals of Industrial Strategizing: Formation of the Concept

Regional employment depends on the level of education in that particular region. An effective education system makes it possible to achieve the Sustainable Development Goals set by the United Nations. Access to quality education boosts economic growth, increases employment prospects, and reduces gender and income inequality. This research featured the strategy of employment development in the Amur Region. The author believes it should be based on the global, national, and regional trends, one of which is public access to quality education. The methodology relied on the theory of strategy and strategizing developed by Professor V.L. Kvint. According to this approach, the high quality of human life is the ultimate goal of any strategy. The analysis revealed Russia’s place in the global education ranking, as well as the national objectives, their indicators, and directions of regional projects as part of the National Education Project in the Amur Region. The strategizing made it possible to define the areas of employment development which are affected by the quality education trend. By implementing the quality education trend, the Amur authorities will be able to identify the opportunities, threats, strengths, and weaknesses to define the strategic priorities in the employment strategy, which will eventually improve the quality of life in the regi on.

A Conceptual Future for the Kuzbass Region: Strategic Outlines of Developmental Priorities Through 2071, a 50-Year Perspective

The article describes an autoclave thermal processes model, which is used for the simulator of canned food sterilization process. The simulator is based on a simulation model that adequately describes the reaction of the autoclave to the actions of the control system and the operator of the sterilization unit. The model’s parameters were obtained by means of experimental data processing. The computer program ”autoclave Model” for simulating sterilization process in the steam and water environment is described. The examples of the canned food’s manual control sterilization modeling are shown. The results of numerical mathematical modeling of canned food sterilization processes in the autoclave showed a high degree of the implemented process models quality of approximation. The calculation schemes done as a result of the mathematical models creation were used to develop a hardwaresoftware complex of the sterilization process simulator. The increase of training level on carrying out process of canned goods sterilization will be provided as a result of designing the simulator of sterilization process in educational process. Consequently reducing defects in production and improving the quality of canned products are expected.

Development of an Autoclave Thermal Processes Model for the Simulator of Canned Food Sterilization Process

Radiofrequency method for measurement of interface position between two substances that are liquids with different densities in particular, located in a tank one above the other is considered. Measurement results are independent on electromagnetic parameters of both one and two substances. The method is realized via application of two or three TEM transmission line sections correspondingly and joint functional processing of their resonant frequencies. The line sections have horizontal parts at their lower ends.
