The Mobulidae are zooplanktivorous elasmobranchs comprising two recognized species of manta rays (Manta spp.) and nine recognized species of devil rays (Mobula spp.). They are found circumglobally in tropical, subtropical and temperate coastal waters. Although mobulids have been recorded for over 400 years, critical knowledge gaps still compromise the ability to assess the status of these species. On the basis of a review of 263 publications, a comparative synthesis of the biology and ecology of mobulids was conducted to examine their evolution, taxonomy, distribution, population trends, movements and aggregation, reproduction, growth and longevity, feeding, natural mortality and direct and indirect anthropogenic threats. There has been a marked increase in the number of published studies on mobulids since c. 1990, particularly for the genus Manta, although the genus Mobula remains poorly understood. Mobulid species have many common biological characteristics although their ecologies appear to be species-specific, and sometimes region-specific. Movement studies suggest that mobulids are highly mobile and have the potential to rapidly travel large distances. Fishing pressure is the major threat to many mobulid populations, with current levels of exploitation in target fisheries unlikely to be sustainable. Advances in the fields of population genetics, acoustic and satellite tracking, and stable-isotope and fatty-acid analyses will provide new insights into the biology and ecology of these species. Future research should focus on the uncertain taxonomy of mobulid species, the degree of overlap between their large-scale movement and human activities such as fisheries and pollution, and the need for management of inter-jurisdictional fisheries in developing nations to ensure their long-term sustainability. Closer collaboration among researchers worldwide is necessary to ensure standardized sampling and modelling methodologies to underpin global population estimates and status.

Biology, ecology and conservation of the Mobulidae.

1. The loss of large-bodied herbivores and/or top predators has been associated with large-scale changes in ecosystems around the world, but there remain important questions regarding the contexts in which such changes are most likely and the mechanisms through which they occur, particularly in marine ecosystems. 2. We used long-term exclusion cages to examine the effects of large grazers (sea cows, Dugong dugon; sea turtles Chelonia mydas) on seagrass community structure, biomass and nutrient dynamics. Experiments were conducted in habitats with high risk of predation (interior of shallow banks) and lower risk (edges of banks) to elucidate whether nonconsumptive (risk) effects of tiger sharks (Galeocerdo cuvier), a roving predator, structure herbivore impacts on seagrasses. 3. In lower-risk habitats, excluding large herbivores resulted in increased leaf length for Cymodocea angustata and Halodule uninervis. C. angustata shoot densities nearly tripled when released from herbivory, while H. uninervis nearly disappeared from exclusion cages over the course of the study. 4. We found no support for the hypothesis that grazing increases seagrass nutrient content. Instead, phosphorus content was higher in seagrasses within exclosures. This pattern is consistent with decreased light availability in the denser C. angustata canopies that formed in exclosures, and may indicate that competition for light led to the decrease in H. uninervis. 5. Impacts of large grazers were consistent with a behaviour-mediated trophic cascade (BMTC) initiated by tiger sharks and mediated by risk-sensitive foraging by large grazers. 6, Our results suggest that large-bodied grazers likely played important roles in seagrass ecosystem dynamics historically and that roving predators are capable of initiating a BMTC. Conservation efforts in coastal ecosystems must account for such interactions or risk unintended consequences.

Patterns of Top-Down Control in a Seagrass Ecosystem: Could a Roving Apex Predator Induce a Behaviour-Mediated Trophic Cascade?

Significant changes have occurred in the well-established partnership between fisheries managers and geneticists over the last 50 years. It is therefore timely to review and recalibrate the ways in which genetic technologies can assist the fishing industry to maintain productive and sustainable harvests. Our objective is to contribute to the mutual understanding of all stakeholders in the genetics–management partnership. Genetic technologies that are relevant to fisheries management are grouped into eleven themes, which are described in plain language for a non-specialist audience. The role that the genetic information plays in fisheries management is explained, along with an assessment of the challenges and barriers that may be preventing the uptake of the information into the fisheries management process. The compelling conclusion is that genetics offers a diverse collection of versatile and useful tools for informing fisheries managers about issues that have a biological basis. Presently, mainstream use of genetic tools focuses on a narrow set of fisheries management issues, but the diversity of genetic tools and the novel issues they can address indicates that uptake will grow, particularly as communication between geneticists and end-users improves.

Ocean's eleven: a critical evaluation of the role of population, evolutionary and molecular genetics in the management of wild fisheries

The extent of population genetic subdivision differs among four co-distributed shark species in the Indo-Australian archipelago

Over the last few decades, much effort has been devoted towards quantifying and reducing bycatch in marine fisheries. Of late, there has been a particular focus on sharks given that bycatch is a frequently listed threat for sharks on the International Union for the Conservation of Nature Red List. However, currently there are no quantitative reviews or syntheses that explore the issue of shark bycatch globally which is problematic given that such a synthesis could inform conservation actions and identify pressing research gaps. We performed a qualitative and quantitative survey of the peer-reviewed literature to characterize trends in shark bycatch research with a particular goal of identifying research needs and opportunities. Using a structured literature review we identified 103 papers that met our search criteria, with the first one published in 1993. Early research efforts focused on documenting the scope of bycatch (i.e., determining that sharks were indeed captured as bycatch), but more recently there have been increased efforts devoted to developing and evaluating bycatch reduction strategies for sharks. Research activity was most common in the North Atlantic (~40 % of the total articles analysed) with comparatively less research in other areas such as the Indo-Pacific region where shark bycatch is regarded as particularly common and problematic. Most studies were observational with comparatively fewer experimental and modeling studies, and even fewer that combined research approaches. Gear modifications (e.g., hook size and type for long lines, net size and mesh design for nets) were the most commonly evaluated strategy for reducing shark bycatch; however, development and use of techniques like repellents, or seasonal area closures, or a combination of strategies, offer interesting possibilities that require further study. In addition, although many sharks are discarded, little is known about post-release survival or sub-lethal consequences of fisheries interactions, or evaluations of different fish handling strategies, making it difficult to quantify the true cost of bycatch or to recommend handling strategies to fishers. Although there are some inherent challenges with developing and testing shark bycatch reduction strategies, there is an urgent need to do so and this would be best achieved through interdisciplinary research that spans field, laboratory, and modeling realms.

Trends in shark bycatch research: current status and research needs

The biology of elasmobranchs makes them very vulnerable to fishing pressure and there is increasing international concern over their exploitation. In northern Australia the stocks of some species may be shared with those in southern Indonesia. Indonesia has the highest landings of elasmobranchs worldwide (>100,000 t p.a.) and millions of Indonesian artisanal fishers rely heavily on elasmobranchs taken in target fisheries. They are also taken by industrial trawlers and as bycatch in pelagic tuna fisheries. This paper, resulting from a collaborative project between Australia and Indonesia, summarises the elasmobranch fisheries; the characteristics of the fisheries are outlined, the status of the stocks are assessed, and management options described and discussed. The project focussed on representative markets and fish landing sites in southern Indonesia from 2001 to 2005. Data were from market surveys, the records of the Indonesian Directorate General of Capture Fisheries, and from research cruises. Data from the ongoing tuna monitoring programme showed that shark bycatch from the tuna fleets forms about 11% of shark landings in Indonesia. Yield per recruit and related analyses were used to integrate biological information to indicate the productivity of each species to allow for management policy options and constraints. Research cruise data show that catch rates of elasmobranchs in the Java Sea declined by at least one order of magnitude between 1976 and 1997. The results indicate strongly that many of the shark and ray species in Indonesia are overfished and that the most effective management strategy may need to involve capacity control, such as licencing, gear restrictions and catch limits, together with controls on the fin trade.

Elasmobranchs in southern Indonesian fisheries: the fisheries, the status of the stocks and management options

Joint Australia–Indonesia scientific workshops on the fisheries of the Arafura Sea, held in 1992 and 1994, concluded that the two countries might share stocks of the red snappers Lutjanus malabaricus and L. erythropterus and the gold-band snapper Pristipomoides multidens. At that time, no information concerning stock structure, distribution and movements of these species was available. Moreover, data on the population biology and on commercial catches were inadequate. Such data are crucial for stock assessment and for managing the stocks. Clearly, if the stocks being fished were shared, joint management would be appropriate. In order to answer the questions related to managing shared stocks, a collaborative research project was initiated by Australia (CSIRO as the lead agency) and Indonesia in 1999. The objectives were firstly, to describe the population dynamics, stock structure and biology of snappers relevant to the management of stocks shared between Australian and Indonesian fisheries; secondly, to characterize the social and financial structures of the Indonesian fishery so they could be taken into account in the development of management strategies; and thirdly, to explore ways of developing complementary management for the long term sustainability of the snapper fisheries. This project finished in 2003 and in this paper we bring together the results of the biological, genetic, population dynamics and socioeconomic research in relation to managing shared stocks in the context of managed versus unmanaged fisheries, small scale and industrial fisheries, and in both developed and developing country regulatory environments. Severe data limitations necessitated an innovative approach making use of comparative analyses, often data-poor values, and the drawing together of fishery dependent and independent data to evaluate the status of the stocks.
