Policy design,, whether conceptualized as a verb referring to the process of formulating policy ideas,, or as a noun describing the logic through which policy intends to achieve its objectives,, remains relatively uncharted territory.. This paper reviews what we know about how policy designs emerge,, and identifies the kinds of biases and weaknesses that are introduced into designs by the decision heuristics employed.. Theories of policy invention and expert decision--mmaking suggest that individuals search through large amounts of relevant information stored in memory,, reason by analogies,, make comparisons,, and either copy or simulate patterns of information.. Policy scholars may contribute to improved policy design by making more explicit the biases introduced through reliance on decision heuristics,, and by suggesting a more formal,, self conscious search and selection process that enables designers to be more discriminating when they pinch policy ideas from other contexts.. To perform this task,, comparative policy analysis is needed in which common elements that exist in virtually all policies are identified and the underlying structural logic of the policies is made explicit.. In this paperwe set forth generic elements found in policies,, describe and compare some of the more common design patterns,, and discuss the circumstances where these may be inappropriately copied or borrowed,, thereby thwarting the effectiveness of the policy.

Systematically Pinching Ideas: A Comparative Approach to Policy Design

Public management research contains little analysis on procurement cancellations – i.e. when contracts fail to make it through procurement, resulting in termination during the pre-award tender phase. Combining theoretical perspectives on administrative capacity and transaction costs, we investigate both the propensity and reasons for public procurement cancellations. Drawing on a unique dataset of 5,558 local government contracts in Denmark, we find the likelihood of cancellation is greater for highly asset-specific investments and lower when governments have more administrative capacity. Since lack of competition is the main reason for these cancellations, public buyers should focus on capacity building and engaging market suppliers.

Book Review: Infrastructure economics and policy: International perspectives

Public–private partnerships (PPPs) have become an increasingly popular means of delivering urban development projects (UDPs) and have long-lasting effects on urban sustainability. However, private interests tend to conflict with environmental and social sustainability goals in UDPs. Through an in-depth case study of the Gu’An New Industry City, the earliest UDP delivered via PPP in China, this study investigates whether PPPs advance urban sustainability and what governance strategies in UDPs may help reconcile private sector participation with broader sustainability goals. The success of the Gu’An project suggests PPPs are promising instruments for advancing urban sustainability. Good practices extracted from the Gu’An project show collaborative partnerships improve efficiency, incentive contracts enhance effectiveness, and public participation advances democratic ideals. By developing a framework that links PPP network features with public values, this research demonstrates how PPPs might serve as an effective policy for achieving sustainable development goals in private-led UDPs. 

Advancing Urban Sustainability through Public–Private Partnerships: Case Study of the Gu’An New Industry City in China

In North America, public-private partnerships (P3s) are increasingly using pre-development agreements to enhance collaboration between the public and private sectors. Known colloquially as “progressive P3s”, these agreements allow the private sector to help scope and shape the structure of projects at the front end. However, concerns about their efficacy persist. Our Commentary contextualizes this ongoing debate by outlining the potential benefits and pitfalls of this new approach to P3s. We conclude that both practitioners and academics have a crucial role to play in our experience with and understanding of the progressive P3 experiment.
