Conservation conflicts are increasing and need to be managed to minimise negative impacts on biodiversity, human livelihoods, and human well-being. Here, we explore strategies and case studies that highlight the long-term, dynamic nature of conflicts and the challenges to their management. Conflict management requires parties to recognise problems as shared ones, and engage with clear goals, a transparent evidence base, and an awareness of trade-offs. We hypothesise that conservation outcomes will be less durable when conservationists assert their interests to the detriment of others. Effective conflict management and long-term conservation benefit will be enhanced by better integration of the underpinning social context with the material impacts and evaluation of the efficacy of alternative conflict management approaches.

Understanding and managing conservation conflicts

Summary 1. A fundamental goal of ecological network research is to understand how the complexity observed in nature can persist and how this affects ecosystem functioning. This is essential for us to be able to predict, and eventually mitigate, the consequences of increasing environmental perturbations such as habitat loss, climate change, and invasions of exotic species. 2. Ecological networks can be subdivided into three broad types: ‘traditional’ food webs, mutualistic networks and host‐parasitoid networks. There is a recent trend towards cross-comparisons among network types and also to take a more mechanistic, as opposed to phenomenological, perspective. For example, analysis of network configurations, such as compartments, allows us to explore the role of co-evolution in structuring mutualistic networks and host‐parasitoid networks, and of body size in food webs. 3. Research into ecological networks has recently undergone a renaissance, leading to the production of a new catalogue of evermore complete, taxonomically resolved, and quantitative data. Novel topological patterns have been unearthed and it is increasingly evident that it is the distribution of interaction strengths and the configuration of complexity, rather than just its magnitude, that governs network stability and structure. 4. Another significant advance is the growing recognition of the importance of individual traits and behaviour: interactions, after all, occur between individuals. The new generation of high-quality networks is now enabling us to move away from describing networks based on species-averaged data and to start exploring patterns based on individuals. Such refinements will enable us to address more general ecological questions relating to foraging theory and the recent metabolic theory of ecology. 5. We conclude by suggesting a number of ‘dead ends’ and ‘fruitful avenues’ for future research into ecological networks.

For millennia, mankind has shaped landscapes, particularly through agriculture. In Europe, the age-old interaction between humans and ecosystems strongly influenced the cultural heritage. Yet European farmland is now being abandoned, especially in remote areas. The loss of the traditional agricultural landscapes and its consequences for biodiversity and ecosystem services is generating concerns in both the scientific community and the public. Here we ask to what extent farmland abandonment can be considered as an opportunity for rewilding ecosystems. We analyze the perceptions of traditional agriculture in Europe and their influence in land management policies. We argue that, contrary to the common perception, traditional agriculture practices were not environmentally friendly and that the standards of living of rural populations were low. We suggest that current policies to maintain extensive farming landscapes underestimate the human labor needed to sustain these landscapes and the recent and future dynamics of the socio-economic drivers behind abandonment. We examine the potential benefits for ecosystems and people from rewilding. We identify species that could benefit from land abandonment and forest regeneration and the ecosystem services that could be provided such as carbon sequestration and recreation. Finally, we discuss the challenges associated with rewilding, including the need to maintain open areas, the fire risks, and the conflicts between people and wildlife. Despite these challenges, we argue that rewilding should be recognized by policy-makers as one of the possible land management options in Europe, particularly on marginal areas.

Rewilding Abandoned Landscapes in Europe

Cities may represent one of the most challenging environments for carnivorous mammals. For example, cities have a dearth of vegetation and other natural resources, coupled with increased habitat fragmentation and an abundance of roads as well as altered climate (e.g. temperature, light, rainfall and water runoff). It is therefore intriguing that several carnivore species have become established in cities across the globe. Medium-sized carnivores such as the red fox, coyote, Eurasian badger and raccoon not only survive in cities but also have managed to exploit anthropogenic food sources and shelter to their significant advantage, achieving higher population densities than are found under natural conditions. In addition, although they may not live permanently within cities, even large carnivores such as bears, wolves and hyaenas derive significant benefit from living adjacent to urbanized areas. In this review, we examine the history of urban adaptation by mammalian carnivores, explore where they are living, what they eat, what kills them and the behavioural consequences of living in urban areas. We review the biology of urban carnivores, exploring traits such as body size and dietary flexibility. Finally, we consider the consequences of having populations of carnivores in urbanized areas, both for humans and for these charismatic mammals. In conclusion, in a time of massive environmental change across the globe, the continuing encroachment of urbanization upon wilderness areas is substantially reducing the availability of natural habitats for many species; therefore, understanding the biology of any taxon that is able to adapt to and exploit anthropogenically disturbed systems must aid us in both controlling and developing suitable conservation measures for the future of such species.

Big city life: carnivores in urban environments

The effects of captive experience on reintroduction survival in carnivores: A review and analysis

1. Literature on the wolf Canis lupus, brown bear Ursus arctos and lynx Lynx lynx is reviewed to determine if sufficient semi-natural habitat exists in the UK for a viable population of any of these species and to assess the potential risks to human safety, livestock and economically valuable wildlife. Public attitudes to the recovery and reintroduction of some other mammals are also briefly reviewed.

2. The large home range sizes and low population densities of large carnivores mean that the Scottish Highlands is the only UK region with the potential to support a viable population. Human population density is also lower in the Highlands and the density of wild ungulate prey higher than in many parts of Europe where large carnivores survive.

3. Attacks on people have been recorded in Europe for healthy bears and for rabid bears and wolves but there are no reports of attacks by lynx. Bears are more carnivorous in the north of their range than in the south and although wild mammals seldom appear to be important prey serious predation of livestock can occur. Livestock predation is also reported for the wolf and the lynx but they appear to prefer wild prey if available. However, mass kills of up to 100 or more sheep are occasionally recorded for wolves.

4. Attitudes to reintroductions and carnivores generally tend to be favourable amongst the general public, but negative amongst those most likely to be adversely affected. Fears for human safety and significant livestock predation with bears and wolves, respectively, suggest that reintroduction of these species is unlikely to be acceptable in the foreseeable future. Reintroduction of the lynx may be feasible but habitat suitability and potential impact on vulnerable native wildlife need to be assessed. Socio-economic and legal issues also need to be addressed before such a reintroduction is considered.

Could we live with reintroduced large carnivores in the UK

1Successful wildlife management needs to be underpinned by frequent evaluation of the problems arising and the management techniques used to resolve them. The aims of this review were: (i) to investigate spatial and temporal patterns in the occurrence and characteristics of badger–human conflict in England; and (ii) to determine which factors influence the success of management actions. Licences are required before interfering with badgers or setts, so we carried out analyses of records of applications received by Defra and data from follow-up monitoring of management actions.
2The number of licence applications rose significantly during the recording period (1994–2004), with an increasing proportion coming from the east of England and from urban, as opposed to rural, areas. Damage problems caused by setts were the most frequent sources of conflict in both urban and rural areas. However, the majority of rural problems related to agricultural land, whereas buildings and gardens were most affected in urban areas. A higher proportion of problems involved outlier setts in urban areas compared with rural areas.
3The use of one-way gates to exclude badgers from part or all of a problem sett was the commonest management action proposed by Defra Wildlife Advisers, with total sett closure more common in urban, compared with rural, areas. Follow-up monitoring revealed that the success of action varied in relation to the type of sett causing a problem, the type of management action undertaken and the land use (urban or rural) at the problem location, with total closure of an urban main sett being the least successful strategy. This review provides an assessment of current trends in conflict occurrence and will help in the development of management techniques.

Managing conflict between humans and wildlife: trends in licensed operations to resolve problems with badgers Meles meles in England.

Past hunter-gatherer societies are often perceived as having co-existed harmoniously with their environment. In reality, few ecosystems remain unaltered following the arrival of humans and the relationship between people and wildlife over the past thousand years is characterised more by conflict than harmony. Over this period, many industrialised countries, particularly in Europe, have seen a substantial loss of natural habitats, in parallel with huge increases in human populations. England is one such country; here, the human population is estimated to have increased 45-fold since 1066 AD. Over the past 50 years, however, many of these countries have witnessed a change in public attitudes, leading to ‘protective’ legislation for species and habitats, with the subsequent recovery of at least some species. As a result, some people now argue that certain species are ‘over-protected’, leading to calls to remove protection. We review how the regulatory system in England is used to achieve a sustainable balance between wildlife and human interests, illustrated with examples from key areas of conflict. In all, more than 8000 licences permitting activities affecting protected species are issued in England each year, about half of which concern human–wildlife conflicts, including almost 1000 aimed at preventing serious damage by wildlife. We estimate that wildlife licences are relied on by more than 100 000 people to resolve human–wildlife conflicts. In most cases, less than 1% of a species’ population is likely to be affected by regulated activities and, where this is not the case, thresholds are set to ensure the control measures do not lead to the long-term detriment of populations. We conclude by suggesting how the legislative framework may need to adapt to deliver modern aspirations to reconcile human and wildlife interests.

Wildlife conflict resolution: a review of problems, solutions and regulation in England

Examples from a variety of taxa demonstrate that under certain circumstances, the exclusion or translocation of ‘problem’ animals is ineffective in resolving human–wildlife conflicts and may even elicit new problems elsewhere. Damage caused by badger setts (burrows) is an important source of human–wildlife conflict in the UK and is commonly managed by excluding badgers from all or part of problem setts. We used records of licences issued for the management of such problems and a novel statistical approach to assess spatiotemporal associations between problem cases in England from 2002 to 2005. We predicted that management at urban badgers' setts, and particularly exclusion of badgers from urban main setts, would give rise to subsequent problems at focal setts and in neighbouring areas. Frequencies of problems occurring at individual setts were similar in urban and rural areas. In areas neighbouring setts subjected to management action, the background frequency of problems was higher in urban than in rural areas, reflecting the occurrence of problems at a higher proportion of urban setts. The frequency of new cases arising at or in the vicinity of managed setts within a critical time period after management action was not significantly different from the background frequency of problems for any combination of land use, sett type and management approach. This finding suggests that the measures currently employed for managing problem setts do not importantly increase the likelihood of problems reoccurring in the same location or emerging nearby.
