A Cultural Theory of International Relations

In this contribution to the literature on the causes of war, Douglas Lemke asks whether the same factors affect minor powers as affect major ones. He investigates whether power parity and dissatisfaction with the status quo have an impact within Africa, the Far East, the Middle East and South America. Lemke argues that there are similarities across these regions and levels of power, and that parity and dissatisfaction are correlates of war around the world. The extent to which they increase the risk of war varies across regions, however, and the book looks at the possible sources of this cross-regional variation, concluding that differential progress toward development is the likely cause. This book will interest students and scholars of international relations and peace studies, as well as comparative politics and area studies.

Ronald Inglehart has demonstrated the important political and behavioral implications of value change in advanced industrial societies. In an effort to enhance our understanding of this politically relevant “silent revolution,” an alternate theory of value change is presented, contrasting Inglehart's “needs theory” approach with a “functional constraints” theoretic construct. It is then argued that both kinds of value change are taking place, the first a change in the priorities attached to economic as opposed to noneconomic, value issues as measured by a materialism-nonmaterialism scale, and the second a change in basic social value preferences as measured by an authoritarian-libertarian scale. It is further argued that Inglehart's acquisitive-postbourgeois value scale combines both of these value priority and value preference dimensions. Japan and Korea: The Political Dimension.

East Asia, two decades ago a war-ravaged and largely colonial backwater, has moved to the very forefront of the contemporary international scene. In the policy debate over Vietnam, statesmen have daily sought to comprehend the complex and recently remote world of Asian politics. Scholars of international affairs now make direct and often primary reference to Asia in discussing issues such as multipolarity, international violence, nuclear proliferation, and regionalism. Yet despite this marked increase in attention, surprisingly few works beyond those specifically focused on Vietnam strategy have dealt concretely and comprehensively with the international politics of the region. One way in which the fundamental trends of the last decade can be identified and analyzed is to consider East Asia as a regional subsystem. The concepts of "regionalism" and "regional subsystem" have become increasingly popular in analysis of international relations, but the varied and often ambiguous ways in which they have been used have had uneven and frequently dubious results. No attempt is made here to clear the methodological problems that have grown up around these concepts, but rather the international politics of East Asia are dealt with directly as a regional subsystem. It is. necessary, however, to consider initially the theoretical bases underlying the discussion. JAPANESE FOREIGN POLICY is like a bamboo thicket: full and attractive in appearance, resilient in all kinds of weather, but lacking in real substance and crowding out all around it that are reached by its roots. Over the past three decades the Japanese bamboo has flourished in the international climate of Southeast Asia.' Whether it can continue to thrive in its present form or whether a new species of Japanese policy will develop is not clear. Ultimately this will depend on two factors, the international environment (global as well as regional) and the drift of Japanese politics-and both are in the midst of fundamental change. The ambivalence that has characterized Japanese relations with Southeast Asia during the postwar period remains a significant feature of the current scene. On the one hand, legacies from World War II, geographical proximity, and mutual economic interests have given this region a special place in Japanese policy. Indeed since the late 1960s Japan has been the preeminent international economic force in the region and Japanese prime ministers visit Southeast Asia with some regularity to demonstrate the importance it holds for their country. On the other hand, the primary concerns of Japan's foreign policy have been relations with the great powers (especially the United States) and establishing an accepted and leading place in the global economic order. Over the last decade these aims have been supplemented by a concern for access to oil, relations with China, the security of Northeast Asia, and, somewhat belatedly, with the so-called North-South problem.
