There is increasing scientific and political interest in the links between urbanization and human vulnerability to climate change. However, our literature review shows that the existing scholarship has largely focused on exposure resulting from urbanization, while other dimensions of urban vulnerability such as sensitivity or capacity to cope and adapt have been insufficiently represented or understood. Furthermore, most attention has been given to the negative effects of urbanization, while opportunities for vulnerability reduction have been underemphasized. Therefore, this paper takes a broader perspective to explore key relationships between urbanization, economic development and socio-economic vulnerability on a global scale. Using data with national resolution, we applied a clustering approach to identify ten country groups sharing similar patterns of urbanization and national income. We then explored associations between these country groups and selected indicators of exposure, sensitivity, coping capacity, and adaptive capacity drawing upon data from the World Risk Index. Our findings suggest that countries with rapid urbanization and economic transformation face significant challenges with respect to sensitivity and the lack of capacities. Additionally, these challenges tend to be greater the lower the income of the respective country. Yet, at the same time, urbanization can be a main driver for enhancing response capacity. The analysis suggests that urbanization can, hence, have nuanced effects on overall vulnerability. We argue that climate change science needs to be more balanced in terms of acknowledging and examining the different possible pathways of vulnerability effects related to urbanization. The country group analysis can provide a first entry point.

Exploring the relationships between urbanization trends and climate change vulnerability

UNESCO World Heritage sites (WHS) located in coastal areas are increasingly at risk from coastal hazards due to sea-level rise. In this study, we assess Mediterranean cultural WHS at risk from coastal flooding and erosion under four sea-level rise scenarios until 2100. Based on the analysis of spatially explicit WHS data, we develop an index-based approach that allows for ranking WHS at risk from both coastal hazards. Here we show that of 49 cultural WHS located in low-lying coastal areas of the Mediterranean, 37 are at risk from a 100-year flood and 42 from coastal erosion, already today. Until 2100, flood risk may increase by 50% and erosion risk by 13% across the region, with considerably higher increases at individual WHS. Our results provide a first-order assessment of where adaptation is most urgently needed and can support policymakers in steering local-scale research to devise suitable adaptation strategies for each WHS.

Profiling urban vulnerabilities to climate change: An indicator-based vulnerability assessment for European cities

Worldwide, there is a need to enhance our understanding of vulnerability and to develop methodologies and tools to assess vulnerability. One of the most important goals of assessing coastal flood vulnerability, in particular, is to create a readily understandable link between the theoretical concepts of flood vulnerability and the day-to-day decision-making process and to encapsulate this link in an easily accessible tool. This article focuses on developing a Coastal City Flood Vulnerability Index (CCFVI) based on exposure, susceptibility and resilience to coastal flooding. It is applied to nine cities around the world, each with different kinds of exposure. With the aid of this index, it is demonstrated which cities are most vulnerable to coastal flooding with regard to the system’s components, that is, hydro-geological, socio-economic and politico-administrative. The index gives a number from 0 to 1, indicating comparatively low or high coastal flood vulnerability, which shows which cities are most in need of further, more detailed investigation for decision-makers. Once its use to compare the vulnerability of a range of cities under current conditions has been demonstrated, it is used to study the impact of climate change on the vulnerability of these cities over a longer timescale. The results show that CCFVI provides a means of obtaining a broad overview of flood vulnerability and the effect of possible adaptation options. This, in turn, will allow for the direction of resources to more in-depth investigation of the most promising strategies.
