El artículo tiene como objetivo evaluar el nivel de desarrollo de la capacidad de absorción realizada (RACAP) en las Pyme colombianas. Se parte de una muestra de 363 Pyme colombianas (Dane,2012), se usa una revisión de literatura con apoyo del análisis de contenido y un modelo de regresión lineal, que permiten mostrar la existencia de una correlación lineal positiva entre la adquisición y asimilación del conocimiento externo en las organizaciones objeto de estudio,. SOCIAL PHYSICS: HOW GOOD IDEAS SPREAD - THE LESSONS FROM A NEW SCIENCE Alex Pentland New York, Penguin Press, 2014,300 pp. ISBN: 978-1-59420-565-1This book is about "mathematizing" the social sciences. Here information and network science are used in the forms of analysis and big data models to develop the means of improving an understanding of society in order to create and operate better social and human systems. From a slightly different perspective, this book provides a new, more quantitative modeling framework for studying, understanding, and shaping society in order to make it better. The most cogent line in the book is the first line, which establishes the author's perspective: "I live in the future." (p. vii)Based on that futuristic perspective, maintained by his position at Massachusetts Institute of Technology's Media Lab, Alex Pentland has laid out a viable, inspiring road map for society to follow into its future. One of Pentland's goals is to "get the language of social physics into general use, where it can provide much needed nuance to the traditional language of market competition and regulation", (p. x) He states that "the social physics that is emerging brings together branches of economics, sociology, and psychology, along with network, complexity, decision, and ecology sciences and fuses them together using big data", (p. 17) His other goal for this work is to help "build a society that is better at avoiding market crashes, ethnic and religious violence, political stalemates, widespread corruption, and dangerous concentration of power", (p. 17)Pentland is systematic and precise in his writing. He is careful to define his important terms in a chart. These terms include information, idea, idea flow, social influence, social learning, social norms, social pressure, society, strategy, trust, and value.This book is divided into four main parts: Social Physics, Idea Machines, Data-Driven Cities, and Data-Driven Society. Since I am interested in organization structure and process, I perused and enjoyed "Idea Machines" with its chapters on Collective Intelligence, Shaping Organizations, and Organizational Change. Pentland begins by introducing the ideas of collective intelligence and social engagement: "The collective intelligence of a community comes from idea flow; we learn from the ideas that surround us, and others learn from us. ... When the flow of ideas incorporates a constant stream of outside ideas as well, then the individuals in the community make better decisions than they could on their own. ... So even though today's society tends to glorify the individual, the vast majority of our decisions are shaped by common sense, the habits and beliefs we have in common with our peers. …

Social Physics: How Good Ideas Spread - the Lessons from a New Science

This paper presents a comprehensive overview of the literature on the types, effects, conditions and user of Open Government Data (OGD). The review analyses 101 academic studies about OGD which discuss at least one of the four factors of OGD utilization: the different types of utilization, the effects of utilization, the key conditions, and the different users. Our analysis shows that the majority of studies focus on the OGD provisions while assuming, but not empirically testing, various forms of utilization. The paper synthesizes the hypothesized relations in a multi-dimensional framework of OGD utilization. Based on the framework we suggest four future directions for research: 1) investigate the link between type of utilization and type of users (e.g. journalists, citizens) 2) investigate the link between type of user and type of effect (e.g. societal, economic and good governance benefits) 3) investigate the conditions that moderate OGD effects (e.g. policy, data quality) and 4) establishing a causal link between utilization and OGD outcomes.

Utilization of open government data : A systematic literature review of types, conditions, effects and users

Open government data and the private sector: An empirical view on business models and value creation

The commercial re-use of open government data is broadly expected to generate economic value. However, the practice and study of this trend is still in its infancy. In particular, the issue of value creation in the commercial re-use open government data remains largely unknown. This study aims to further understand how open government data is used to develop commercial products and services. Grounded in the comprehensive data obtained from a sample of 500 US firms that use open government data as part of their business model, we propose a taxonomy that encompasses three business model archetypes (enablers, facilitators, and integrators). Furthermore, we discuss the value proposition of each business model archetype, and subsequently present a framework that describes the value created in the context of the open government data ecosystem. Our framework can be used by both scholars and practitioners in the field of open government data to effectively frame the debate of the value created by the commercial re-use of open government data. Simultaneously, our work can be of benefit to entrepreneurs as it provides a systematic overview, as well as practical insights, of the growing use of open government data in the private sector.

Business models for open government data

The use of public sector data, in an open and machine readable format, is said to contribute not only to public accountability but also to economic growth. In particular, the potential for open government data to generate data-driven entrepreneurship and scientific discovery has been the focus of much attention by both scholars and policy makers. In this article, we analyze the current perspectives on open government data intermediaries. Since it is a very recent phenomenon, the terminology used in this field is not clear, often leading to different terms being confused or used interchangeably. The framework proposed here is meant as an aid in the development of a coherent terminology for describing, comparing and discussing different approaches to these services.

Open government data intermediaries: a terminology framework

The Social Dynamics of Open Data is a collection of peer reviewed papers presented at the 2nd Open Data Research Symposium (ODRS) held in Madrid, Spain, on 5 October 2016. Research is critical to developing a more rigorous and fine-combed analysis not only of why open data is valuable, but how it is valuable and under what specific conditions. The objective of the Open Data Research Symposium and the subsequent collection of chapters published here is to build such a stronger evidence base. This base is essential to understanding what open data's impacts have been to date, and how positive impacts can be enabled and amplified. Consequently, common to the majority of chapters in this collection is the attempt by the authors to draw on existing scientific theories, and to apply them to open data to better explain the socially embedded dynamics that account for open data's successes and failures in contributing to a more equitable and just society.

The Social Dynamics of Open Data

Open government data is currently used by private sector organizations to create new products and services, and/or to achieve competitive advantage. However, little is known about which barriers are encountered by companies when using the data. The aim of our study is to further extend our understanding of the barriers encountered by firms in the use of open government data, and what is the impact of these barriers on the business. Drawing on interviews with 12 private companies we investigate which barriers are predominant in the commercial use of open government data. Barriers were found mostly in the dimensions of data accessibility, data usability, and interaction. We briefly explore the impact that these barrier can have on the firm, and finally provide suggestions on aspects that can be explored by both governments and firms to improve use of open government data. Our work aims to extend the existing understanding of the commercial use of open government data, as well as to provide insights to both firm managers and government officials in the implementation of open government data strategies.
