The formation of human capital is key to countries’ social, cultural and economic development. The current literature pays considerable attention to the ever-increasing proliferation of technology in the careers of college and graduate school. While the presence of educational technology in higher education offers multiple benefits, its implementation also presents challenges. The literature has considered multiple tools for improving learning processes. The results of such tools vary and are difficult to measure in terms of quality. The study aims to examine the geoeconomic significance of the Gulf Cooperation Council (GCC) countries to China’s global geopolitical ends. In this vein, the paper also seeks to explore the interplay between China’s grand geoeconomic strategy and China’s geopolitical ends from a realist perspective.,The study uses the realism theory to explore the interplay between China’s geoeconomic presence in the GCC countries and its geopolitical global ends.,The study concludes that China under President Xi Jinping has geopolitical ends, and they are the regional and global leadership. To achieve them, President Xi has formulated a grand geoeconomic strategy consisting of four strategies: going out strategy, periphery strategy, Belt and Road Initiative (BRI) and Asian Infrastructure Investment Bank. These strategies will maximize China’s economic power and presence around the world. From a realist perspective, this presence and its evolving consequences such as the balance of dependence will enable China to achieve its geopolitical ends. In this vein, China’s geoeconomic strategy in the GCC countries has largely maximized China’s economic presence in the Gulf. This presence highly serving China’s geopolitical global ends for two reasons: the economic weight of the GCC countries and their strategic location within BRI.,The study can prove the realistic dimension of geoeconomics in the neoliberal era on the application to China’s geoeconomic strategy.

GCC countries’ geoeconomic significance to China’s geopolitical ends

Technology application and internet services are prominent developments in the field of global educational systems. These developments have imposed a change in the role and responsibilities of faculty members and the need to possess technical competencies. Faculty members must apply modern learning theories and organize their learning and evaluation plans based on interactive electronic resources. This study first aimed to suggest a standard of technical teaching competencies for faculty members in physical education under the standards of the International Society for Technology in Education for Teachers (NETS-T). Second, our purpose was to identify the degree to which faculty possess these competencies. The main study involved 812 participants. The exploratory study survey sample consisted of 200 faculty members. The data collection tool consisted of a questionnaire in the form of an opinion poll that included 90 items representing the proposed educational technology competencies within 20 fields representing 5 standards defined by the International Society for Technology in Education for Teachers (ISTE) (NETS-T), 2008. The data collection tool (questionnaire) was evaluated by experts. The exploratory and basic study were carried out using an electronic copy of the questionnaire prepared on Google Forms, and the participation link was sent via emails.
