TL;DR: In this article, the Coulomb excitation of the isovector giant dipole and the giant quadrupole resonance was used to derive a B (E2) fx = 0.53 ± 0.11 e 2 b 2 which is that expected for a nearly pure isoscalar resonance which exhausts ≈ 60% of the EWSR.
