TL;DR: In this paper , the authors numerically investigated the flow past a circular cylinder with a detached splitter plate at a low Reynolds number of 100 and found that the splitter body could freely rotate around the cylinder center as a whole.

Flow-induced rotation modes and wake characteristics of a circular cylinder attached with a splitter plate at low Reynolds numbers

TL;DR: In this article , the effects of Reynolds number and plate length on the rotary oscillation, wake flow, and hydrodynamic characteristics were examined, and it was found that the bifurcation phenomenon, i.e., the equilibrium position of the rotation deflects to a position which is not parallel to the free stream, is found in most cases.
