Public opinion is a key factor in the development and deployment of energy systems. The perspectives of those living near current or proposed energy developments are particularly critical because these residents may have a strong interest in the project and their opinions could influence the siting of the technology. A systematic review of quantitative and qualitative empirical research published between 1980 and 2018 was conducted to synthesize and consolidate the results of studies that examined the factors that affected local residents’ perceptions of hydropower projects. The review involved searching databases and journals using multiple keywords and synonyms for hydropower and public perceptions. The initial search yielded 21,171 articles. Forty-nine of these articles met the criteria for inclusion and were examined further to assess the factors associated with the support for or opposition to hydropower developments. The primary factors that influenced locally affected public perceptions of hydropower projects included: (1) environmental and ecological impacts of the development; (2) local socio-economic impacts associated with the hydropower project; and (3) public participation and consultation practices associated with the development including availability of information. Differences in factors that influence public perceptions between developed and developing economies are also examined. The findings from this review provide insight into future research that may guide the development of more effective communication strategies and hydropower policy development.

Factors influencing public perceptions of hydropower projects: A systematic literature review

We researched local residents' perceptions of a dam and reservoir construction project in the Teesta River catchment basin (Darjeeling Himalayas) within 1.5 years of its completion, using a questionnaire survey. Most survey participants expressed negative perceptions of the project, citing a declining quality of life (loss of jobs and loss of access to river sites that had been important for religious practices and livelihoods) and a sense of insecurity (risk of landslides). These results may help predict attitudes toward similar reservoir projects that are planned for the Teesta basin.

Local Residents' Perceptions of a Dam and Reservoir Project in the Teesta Basin, Darjeeling Himalayas, India

Rapid infrastructural development, triggered by the economic policies implemented in 1991, subsequently modified the river channel planform of the Terai region of northern West Bengal, India, through perceptible channel fragmentation, excessive in-channel sediment mining and rampant landuse alterations of the floodplains. In this context, this study has attempted to assess the impacts of anthropogenic interventions on fluvial regime of the lower reaches of Balason and Mahananda River of the sub-Himalayan region over the last 30 years by adopting a combined methodological framework of remote sensing and field survey. Results showed that initially the naturally vegetated areas had converted into crop land and grass land, tea plantation or bare land, and afterwards, the majority of it had been converted into built-ups. Besides, a noticeable amount of channel narrowing was directly proportionate to unrestricted sediment mining and embanking of the river channels, evidenced between 1987 and 2017. Comparison of measured multi-temporal channel width along with cross-profiles showed remarkable channel narrowing (18.8 m/year) as well as significant bed lowering (3.15 m). Studies reveal that the rivers have started showing signs of losing their existing equilibrium condition and if that happens then that will lead to the sinking of the ground water table, decreasing flood occurrence interval, destabilization of existing infrastructures associated with rivers, and destruction of river ecology. In order to restore the state of socio-hydrological as well as eco-hydrological amenities of these rivers, certain recommendations have also been made towards promoting the wise use of riverine resources by the local communities and policy makers.

Assessing the Status of Changing Channel Regimes of Balason and Mahananda River in the Sub-Himalayan West Bengal, India

High intensity rains bring about landslides and high surface run‑off in the upper catchment of the Balason River. Huge quantities of weathered materials as sediment load are being deposited in the river’s lower course. The extent and intensity of this bed material extraction have taken such a toll that immediate attention is necessary to reduce the associated effects on the forms and processes of the Balason River’s lower course. In this paper, an attempt has been made to closely analyse the prevailing effects of human interference noticed by the authors during this study. The methodology adopted during this study is field based. The changing cross sections and fluvial characteristic of the river were continuously observed. The extraction of bed materials was done directly from the riverbed and from adjacent flood plains and also from terraces. The extractions are responsible for the prevailing bed erosion and channel diversions because extraction pits are what are left behind. In the long term, if not controlled, the effects would be detrimental to the entire fluvial characteristics of the river.

Bed material extraction and its effects on the forms and processes of the lower Balason River in the Darjeeling Himalayas, India

The present study focuses on the Balason river running through the Himalayan piedmont zone (near Siliguri, India). The objective of the study is an assessment of the environmental effects of river bed material extraction by humans and the dependence of indigenous people on the river and its ecosystem services. The analysis is based on results of field work consisting of geodetic measurements of the river channel and interviews among the local community from the Nimtijot village. Historical hydrological data were also used for the study. The results of the investigation show that the Balason river is heavily affected by excessive exploitation of river bed material during dry season and the replenishment of extracted material in a monsoon season is not always sufficient. It leads to channel deepening. The local community working in the river heavily depends for its livelihood on continuing this activity. A decreasing amount of bed material to be extracted may lead to degradation of the strong relationship between the local community and their natural environment (river).
