A Primer on Efficiency Measurement for Utilities and Transport Regulators

TL;DR: In this article, the authors provide an overview of the various dimensions of efficiency that regulators should be concerned with and summarize the main quantification techniques available to facilitate decisions in the most common regulatory processes.
Journal ArticleDOI

Efficiency Gains from Port Reform and the Potential for Yardstick Competition: Lessons from Mexico

TL;DR: In this article, the authors show how measures of relative efficiency performance could promote yardstick competition between port infrastructure operators and propose an explicit incentive-based regulatory regime aiming at promoting catch-up by laggards.

Reforms and Infrastructure Efficiency in Spain's Container Ports

TL;DR: In this paper, Serrano and Trujillo quantify the evolution of technical efficiency in port infrastructure service provision in the major Spanish port authorities involved in container traffic and analyze the extent to which port reforms that took place in the 1990s had an impact on the efficiency of the Spanish container ports.

Sources of efficiency gains in port reform: a DEA decomposition of a Malmquist TFP index for Mexico

TL;DR: In this article, the authors used a Malmquist index to calculate and decompose changes in productivity, in terms of infrastructure, for Mexico's 11 main ports between 1996 and 1999, and concluded that with one exception, all the ports maintained or improved their pure technical efficiency during the sample period.
