World Investment Report

This handbook looks to provide academics and students with a comprehensive and holistic understanding of the phenomenon of innovation. Innovation spans a number of fields within the social sciences and humanities: Management, Economics, Geography, Sociology, Politics, Psychology, and History. Consequently, the rapidly increasing body of literature on innovation is characterized by a multitude of perspectives based on, or cutting across, existing disciplines and specializations. Scholars of innovation can come from such diverse starting points that much of this literature can be missed, and so constructive dialogues missed. The editors of The Oxford Handbook of Innovation have carefully selected and designed twenty-one contributions from leading academic experts within their particular field, each focusing on a specific aspect of innovation. These have been organized into four main sections, the first of which looks at the creation of innovations, with particular focus on firms and networks. Section Two provides an account of the wider systematic setting influencing innovation and the role of institutions and organizations in this context. Section Three explores some of the diversity in the working of innovation over time and across different sectors of the economy, and Section Four focuses on the consequences of innovation with respect to economic growth, international competitiveness, and employment. An introductory overview, concluding remarks, and guide to further reading for each chapter, make this handbook a key introduction and vital reference work for researchers, academics, and advanced students of innovation. What is the scope for local upgrading strategies where producers operate in global value chains? The literature on industrial clusters emphasizes the role of inter-firm co-operation and local institutions in enabling upgrading. The value chain literature focuses on the role of global buyers and chain governance in defining upgrading opportunities. This paper argues that clusters are inserted into global value chains in different ways, and that this has consequences for enabling or disabling local-level upgrading efforts. It pays particular attention to the position of developing country firms selling to large, global buyers.

How does insertion in global value chains affect upgrading in industrial clusters

Several areas of economic analysis have given renewed attention during the 1980s to the long run importance of technological learning and technical change. These issues have become a central feature in the new trade and growth theories (e.g. Krugman, 1986; Lucas, 1988; Grossman and Helpman, 1990; Romer, 1986, 1990). They have emerged as one of the major factors explaining differences among the developed countries in growth and trade performance (e.g. Fagerberg, 1987, 1988;Cantwell, 1989), and they underlie analyses of the extent to which, as a result of differing growth paths, economies with different initial income levels have been converging or diverging over time (e.g. Abramovitz, 1986; Baumol, 1986; De Long, g 1988; Dowrick and Gemmell, 1991). This paper contributes to these areas of debate. It draws heavily on the j understanding of technological accumulation in the industrialized world in I order to illuminate the situation in contemporary developing countries. N And, since the basic processes of technological accumulation and technical | change differ fundamentally between the agricultural and industrial sectors I in low income economies, it focuses on the industrial sector. Accumulating Technological Capability in Developing Countries

The usual perspective on technology spillovers from FDI sees the MNC subsidiary as a passive actor. It presumes that the technological superiority that spreads from subsidiaries to other firms in the host economy is initially created outside it by MNC parent companies, and is delivered to subsidiaries via international technology transfer. The role of subsidiaries is little more than to act as a ‘leaky container’ lying between the technology transfer pipeline and the absorption of spillovers by domestic firms. This paper suggests a different model in which a substantial part of the potential for spillover is created within local subsidiaries as a result of their own knowledge-creating and accumulating activities in the host economy. We explore empirically the effects of these activities on technology spillovers from FDI using data for industrial firms in Argentina over the period 1992–96.
