This book is the second of two volumes in a series on terrestrial and marine comparisons, focusing on the temporal complement of the earlier spatial analysis of patchiness and pattern (Levin et al. 1993). The issue of the relationships among pattern, scale, and patchiness has been framed forcefully in John Steele’s writings of two decades (e.g., Steele 1978). There is no pattern without an observational frame. In the words of Nietzsche, “There are no facts… only interpretations.”

The Problem of Pattern and Scale in Ecology: The Robert H. MacArthur Award Lecture

The resilience perspective is increasingly used as an approach for understanding the dynamics of social–ecological systems. This article presents the origin of the resilience perspective and provides an overview of its development to date. With roots in one branch of ecology and the discovery of multiple basins of attraction in ecosystems in the 1960–1970s, it inspired social and environmental scientists to challenge the dominant stable equilibrium view. The resilience approach emphasizes non-linear dynamics, thresholds, uncertainty and surprise, how periods of gradual change interplay with periods of rapid change and how such dynamics interact across temporal and spatial scales. The history was dominated by empirical observations of ecosystem dynamics interpreted in mathematical models, developing into the adaptive management approach for responding to ecosystem change. Serious attempts to integrate the social dimension is currently taking place in resilience work reflected in the large numbers of sciences involved in explorative studies and new discoveries of linked social–ecological systems. Recent advances include understanding of social processes like, social learning and social memory, mental models and knowledge–system integration, visioning and scenario building, leadership, agents and actor groups, social networks, institutional and organizational inertia and change, adaptive capacity, transformability and systems of adaptive governance that allow for management of essential ecosystem services.

Resilience: the emergence of a perspective for social-ecological systems analyses

This paper reviews the concept of adaptation of human communities to global changes, especially climate change, in the context of adaptive capacity and vulnerability. It focuses on scholarship that contributes to practical implementation of adaptations at the community scale. In numerous social science fields, adaptations are considered as responses to risks associated with the interaction of environmental hazards and human vulnerability or adaptive capacity. In the climate change field, adaptation analyses have been undertaken for several distinct purposes. Impact assessments assume adaptations to estimate damages to longer term climate scenarios with and without adjustments. Evaluations of specified adaptation options aim to identify preferred measures. Vulnerability indices seek to provide relative vulnerability scores for countries, regions or communities. The main purpose of participatory vulnerability assessments is to identify adaptation strategies that are feasible and practical in communities. The distinctive features of adaptation analyses with this purpose are outlined, and common elements of this approach are described. Practical adaptation initiatives tend to focus on risks that are already problematic, climate is considered together with other environmental and social stresses, and adaptations are mostly integrated or mainstreamed into other resource management, disaster preparedness and sustainable development programs. r 2006 Elsevier Ltd. Adaptation, adaptive capacity and vulnerability

This article defines social resilience as the ability of groups or communities to cope with external stresses and disturbances as a result of social, political and environmental change. This definition highlights social resilience in relation to the concept of ecological resilience which is a characteristic of ecosystems to maintain themselves in the face of disturbance. There is a clear link between social and ecological resilience, particularly for social groups or communities that are dependent on ecological and environmental resources for their livelihoods. But it is not clear whether resilient ecosystems enable resilient communities in such situations. This article examines whether resilience is a useful characteristic for describing the social and economic situation of social groups and explores potential links between social resilience and ecological resilience. The origins of this interdisciplinary study in human ecology, ecological economics and rural sociology are reviewed, and a study of the impacts of ecological change on a resource- dependent community in contemporary coastal Vietnam in terms of the resilience of its institu- tions is outlined. I Introduction The concept of resilience is widely used in ecology but its meaning and measurement are contested. This article argues that it is important to learn from this debate and to explore social resilience, both as an analogy of how societies work, drawing on the ecological concept, and through exploring the direct relationship between the two phenomena of social and ecological resilience. Social and Ecological Resilience: Are They Related?

Progress in urban climatology over the two decades since the first publication of the International Journal of Climatology is reviewed. It is emphasized that urban climatology during this period has benefited from conceptual advances made in microclimatology and boundary-layer climatology in general. The role of scale, heterogeneity, dynamic source areas for turbulent fluxes and the complexity introduced by the roughness sublayer over the tall, rigid roughness elements of cities is described. The diversity of urban heat islands, depending on the medium sensed and the sensing technique, is explained. The review focuses on two areas within urban climatology. First, it assesses advances in the study of selected urban climatic processes relating to urban atmospheric turbulence (including surface roughness) and exchange processes for energy and water, at scales of consideration ranging from individual facets of the urban environment, through streets and city blocks to neighbourhoods. Second, it explores the literature on the urban temperature field. The state of knowledge about urban heat islands around 1980 is described and work since then is assessed in terms of similarities to and contrasts with that situation. Two decades of urban climate research: a review of turbulence, exchanges of energy and water, and the urban heat island

We discuss approaches to the assessment of vulnerability to climatevariability and change andattempt to clarify the relationship between the concepts of vulnerability andadaptation. In searchof a robust, policy-relevant framework, we define vulnerability in terms ofthe capacity ofindividuals and social groups to respond to, that is, to cope with, recoverfrom or adapt to, anyexternal stress placed on their livelihoods and well-being. The approach thatwe develop placesthe social and economic well-being of society at the centre of the analysis,focussing on thesocio-economic and institutional constraints that limit the capacity torespond. From thisperspective, the vulnerability or security of any group is determined byresource availability andby the entitlement of individuals and groups to call on these resources. Weillustrate theapplication of this approach through the results of field research in coastalVietnam, highlightingshifting patterns of vulnerability to tropical storm impacts at the household-and community-levelin response to the current process of economic renovation and drawingconclusions concerningmeans of supporting the adaptive response to climate stress. Four prioritiesfor action areidentified that would improve the situation of the most exposed members ofmany communities:poverty reduction; risk-spreading through income diversification; respectingcommon propertymanagement rights; and promoting collective security. A sustainable response,we argue, mustalso address the underlying causes of social vulnerability, including theinequitable distributionof resources.

Theory and practice in assessing vulnerability to climate change and facilitating adaptation

Climate is, as defined by the Merriam Webster dictionary, the prevailing influence or environmental conditions characterizing a group or period. Climate is connected and intertwined in many ways with the four systems; the atmosphere, biosphere, lithosphere, and hydrosphere, and the four topics; meteorology, geology, oceanography, and astronomy of earth science. Each of these eight topics or systems help play a unique role in the trends of a specific region, known as the region’s climate.

Effects on climate

An extensive array of measurements extending back to the mid-19th century was used to investigate large-scale changes in precipitation over Northern Hemisphere land areas. Significant increases in mid-latitude precipitation and concurrent decreases in low-latitude precipitation have occurred over the last 30 to 40 years. Although these large-scale trends are consistent with general circulation model projections of precipitation changes associated with doubled concentrations of atmospheric carbon dioxide, they should be viewed as defining large-scale natural climatic variability. Additional work to refine regional variations and address potential network inhomogeneitics is needed. This study attempts to show secular precipitation fluctuations over hemispheric and continental-scale areas of the Northern Hemisphere.
