Abstract: We use admissions lotteries to estimate effects of attendance at Boston’s charter high schools on college preparation and enrollment. Charter schools increase pass rates on Massachusetts’ high-stakes exit exam, with large effects on the likelihood of qualifying for a state-sponsored scholarship. Charter attendance also boosts SAT scores sharply and increases the likelihood of taking an Advanced Placement (AP) exam, the number of AP exams taken, and AP scores. Charters induce a substantial shift from 2- to 4-year institutions, though the effect on overall college enrollment is modest. Charter effects on college-related outcomes are strongly correlated with charter effects on earlier tests.

We develop a grandfathering instrument for takeover attendance that compares students at schools designated for takeover with a matched sample of students attending similar schools not yet taken over. Grandfathering estimates from New Orleans show substantial gains from takeover enrollment. In Boston, grandfathered students see achievement gains at least as large as the gains for students assigned charter seats in lotteries. A non-charter Boston turnaround intervention that had much in common with the takeover strategy generated gains as large as those seen for takeovers, while other more modest turnaround interventions yielded smaller effects.

Abstract: We develop over-identification tests that use admissions lotteries to assess the predictive value of regression-based value-added models (VAMs). These tests have degrees of freedom equal to the number of quasi-experiments available to estimate school effects. By contrast, previously implemented VAM validation strategies look at a single restriction only, sometimes said to measure forecast bias. Tests of forecast bias may be misleading when the test statistic is constructed from many lotteries or quasi-experiments, some of which have weak first stage effects on school attendance. The theory developed here is applied to data from the Charlotte-Mecklenberg School district analyzed by Deming (2014).

Abstract: Armative action schemes must confront the tension between admitting the highest scoring applicants and ensuring diversity. In Chicago’s armative action system for exam schools, applicants are divided into one of four socioeconomic tiers based on the characteristics of their neighborhood. Applicants can be admitted to a school either through a slot reserved for their tier or through a merit slot. Equity considerations motivate equal percentage reserves for each tier, but there is a large debate on the total size of these reserve slots relative to merit slots. An issue that has received much less attention is the order in which slots are processed. Since the competition for merit slots is influenced directly by the allocation to tier slots, equal size reserves are not sucient to eliminate explicit preferential treatment. We characterize processing rules that are tier-blind. While explicit preferential treatment is ruled out under tier-blind rules, it is still possible to favor certain tiers, by exploiting the distribution of scores across tiers, a phenomenon we call statistical preferential treatment. We characterize the processing order that is optimal for the most disadvantaged tier assuming that these applicants systematically have lower scores. This policy processes merit slots prior to any slots reserved for tiers. Our main result implies that Chicago has been providing an additional boost to the disadvantaged tier beyond their reserved slots. Using data from Chicago, we show that the bias due to processing order for the disadvantaged tier is comparable to that from the 2012 decrease in the size of the merit reserve.

Abstract: Several public K-12 and university systems have recently shifted from race-based affirmative action plans to race-neutral alternatives. This paper explores the degree to which race-neutral alternatives are effective substitutes for racial quotas using data from the Chicago Public Schools (CPS), where a race-neutral, place-based affirmative action system is used for admissions at highly competitive exam high schools. We develop a theoretical framework that motivates quantifying the efficiency cost of race-neutral policies by the extent admissions decisions are distorted more than needed to achieve a given level of diversity. According to our metric, CPS's race-neutral system is 24% and 20% efficient as a tool for increasing minority representation at the top two exam schools, i.e. about three-fourths of the reduction in composite scores could have been avoided by explicitly considering race. Even though CPS's system is based on socioeconomic disadvantage, it is actually less effective than racial quotas at increasing the number of low-income students. We examine several alternative race-neutral policies and find some to be more efficient than the CPS policy. What is feasible varies with the school's surrounding neighborhood characteristics and the targeted level of minority representation. However, no race-neutral policy restores minority representation to prior levels without substantial inefficiency, implying significant efficiency costs from prohibitions on affirmative action policies that explicitly consider race.
