TL;DR: In this article, a theoretical description for odd-A nuclei whose intrinsic shape is axially elongated and statically or dynamically reflection asymmetric is presented. But the model is not suitable for the case of odd-a nuclei with a strong coupling to the intrinsic reflection asymmetry.
