The extent to which member states transpose EU directives in a timely fashion is often argued to be strongly associated with the general effectiveness of national bureaucracies. But what kind of institutional solutions ensure better performance? This paper examines the patterns and effects of departmental oversight across 28 ministries in Estonia, Hungary, Poland and Slovenia. In mapping the strength of oversight, it relies on around 90 structured interviews regarding the rules-in-use on transposition planning, legal review and monitoring of deadlines. The analysis of the impact of departmental oversight is based on an original dataset of over 300 directives with transposition deadlines between January 2005 and December 2008.

We argue that support for redistribution increases when one experiences “positional deprivation,” situations when one’s own income increases slower or decreases faster compared to that of others. This specific combination of economic suffering over-time and relative to others has effects beyond well-studied measures of suffering that are static and/or absolute in nature, such as income level. We empirically explore this hypothesis by using “objective-material” measures of positional deprivation derived from the Luxembourg Income Studies and the European Social Survey, and by using “subjective” measures derived from an original survey in 13 European countries. We find that those whose income growth is outpaced by the average and/or richest members of their country are more likely to support redistribution. We also find that the objective and subjective measures of positional deprivation are significantly correlated, and that positional deprivation’s fostering of support for redistribution holds above-and-beyond static and/or absolute measures of economic experience.

The European Union has gradually assumed increasing authority in the domain of social policy This increasing importance of Social Europe fundamentally redraws the boundaries of existing solidarity arrangements This chapter investigates whether the Europeanisation of social policy creates new structural conflicts between winners (benefiting from the expansion of individual mobility options) and losers (having far less exit options while being exposed to international competition) of European integration Using data of the Belgian National Election Survey 2014, we investigate citizens’ preferences regarding various dimensions of the role of the European Union in social policy Our results show that attitudes towards Social Europe are not strongly embedded in social structural characteristics Rather than objective positions, subjective experiences and social dispositions shape one’s stance on Social Europe
