The system includes a restart controller configured to determine whether to enable or disable the restart of the internal combustion engine according to the operated state of the clutch detected by the state detector.

SOLUTION: When the vehicle is in a decelerating state, fuel cut is executed to avoid wasting fuel while the rotation of the engine 1 is maintained by coupling a crankshaft 2 with an axle 11 by a lockup clutch 16 and the like. When a brake stepping amount thereafter is equal to or larger than a first predetermined value S1, it is estimated that the driver intends to stop the vehicle and a quick stop process of the engine rotation is executed except for the case of heavy braking. When the brake stepping amount during this process or after rotation stop decreases to equal to or smaller than a second predetermined value S2, it is estimated that the driver has intention for reacceleration of the vehicle, and fuel supply is resumed, a starter 7 is actuated and the engine 1 is rotated equal to or faster than a predetermined engine speed. In this case, the ECU 10 restarts the engine 1 between the time of relaxation of braking force by the brake pedal and the time of release of the brake pedal.

PROBLEM TO BE SOLVED: To carry out the control of the automatic stopping and starting of an engine suitably. SOLUTION: When a stop condition is realized, an engine is automatically stopped after elapsing a wait time Y (S70-S100). This wait time Y is set so as to get longer as the parameter X which is a car speed related physical amount after restart is smaller (S40). This parameter X is the average value, maximum value or integral value of a car speed V (S30). For example, when a car advances while repeating a very slow speed advance and stop after once stopping, for example when the car goes out from a narrow alley to a wide road, the average value of the car speed after restart becomes smaller and a wait time is set to longer. Therefore, such inconvenience that the engine is stopped contrary to a driver's aim can be prevented. On the contrary, as the wait time is set short when an average car speed is big, when for example the wait time is set to 0, the engine can be stopped immediately after a condition is realized as usual.
