This chapter discusses leading problems linked to energy that the world is now confronting and to propose some ideas concerning possible solutions. Oil deserves special attention among all energy sources. Since the beginning of 1981, it has merely been continuing and enhancing the downward movement in consumption and prices caused by excessive rises, especially for light crudes such as those from Africa, and the slowing down of worldwide economic growth. Densely-populated oil-producing countries need to produce to live, to pay for their food and their equipment. If the economic growth of the industrialized countries were to be 4%, even if investment in the rational use of energy were pushed to the limit and the development of nonpetroleum energy sources were also pursued actively, it would be extremely difficult to prevent a sharp rise in prices. It is evident that it is absolutely necessary to pursue actively the development of coal, natural gas, and nuclear power if a physical shortage of energy is not to block economic growth.

Therefore, the seeker after the truth is not one who studies the writings of the ancients and, following his natural disposition, puts his trust in them, but rather the one who suspects his faith in them and questions what he gathers from them, the one who submits to argument and demonstration, and not to the sayings of a human being whose nature is fraught with all kinds of imperfection and de‹ciency. Thus the duty of the man who investigates the writings of scientists, if learning the truth is his goal, is to make himself the enemy of all that he reads, and, applying his mind to the core and margins of its content, attack it from every side. Russian Foreign Policy: The Return of Great Power Politics

The Belt and Road Initiative (BRI) forms the core of China's foreign policy and future foreign cooperation, and energy cooperation is an important component of the BRI. Energy security is closely related to the interdependent relations between countries. The present paper investigates energy interdependent relations between China and the countries along the Belt and Road using data collected in the BP Statistical Review of World Energy, between 2000 and 2015. The main results are as follows: (1) Abundant proven reserves of energy resources exist in these countries, which were equivalent to 758.73 billion tons of standard coal in 2015, accounting for 52.27% of the world. The distribution of these resources presents a pattern with two centers—one in Russia, and one in West Asia and the Middle East. (2) Established interdependence relations exist between China and the countries along the Belt and Road in terms of energy cooperation. China has imported 437.21 million tons of standard coal from these countries and their guarantee degree to China's energy security is 58.42%, of which 13.56% refers to coal, 73.37% to oil, and 13.06% to gas. Meanwhile, their dependence degree in energy exports to China was 13.56%, or 11.15% for coal, 14.92% for oil, and 10.55% for gas. An interdependence relation thus exists between China and these countries, and the degree of mutual dependence between them was 0.23 (0.22 for coal, 0.13 for oil, and 0.38 for gas), locating China in a relatively passive position with respect to the countries along the Belt and Road as a whole, but a relatively active position in relation to individual countries (with the exception of Russia). Our findings are useful to the tasks of identifying the spatial distribution pattern of energy in countries along the Belt and Road, assisting in the promotion of energy cooperation between China and these countries, and the future construction of the BRI.

This article examines Russian energy policies toward China over the past decade as reluctant engagement changed into a priority energy partnership. From 2008 to 2016 Russian and Chinese companies signed several major oil and gas agreements, a period in which Moscow reassessed China as a future energy consumer and lifted bilateral cooperation to a new level. The article utilizes the strategic partnership concept as an analytical framework and finds traditional realist concepts and hedging inadequate for this particular case. The study illuminates Russian geopolitical considerations and acceptance of vulnerability, which combined make long-term Russian energy policies more China dependent. Russia’s energy relations with China: passing the strategic threshold?

This article discusses the type of partnership Russia pursues towards China in the Arctic. Through evidence, the author finds that while Russia may be aiming for an overall strategic partnership, Arctic developments on the whole conclude on a pragmatic approach. Russia needs assistance to develop the Arctic and an eastward diversification is opportune. Russia’s energy development in the Arctic indicates an emerging strategic co-operation with China, but policies towards Beijing concerning the Arctic Council and the Northern Sea Route prove to be more pragmatic. The general bilateral relationship gives incentives for expanding co-operation to the Arctic, but Russia’s sovereignty and security concerns limit the opportunities.

Moscow’s Response to a Rising China: Russia’s Partnership Policies in Its Military Relations with Beijing

This chapter presents a new region of cooperation between China and Russia, that of the Arctic. The authors show how Russia has moved from initial reluctance towards Chinese engagement in the north, towards a policy of facilitating closer cooperation with China. As such, the development towards cooperation in Arctic also confirms the larger trend of closer relations between Moscow and Beijing. Russia has accepted China as an observer into the Arctic Council, and has invited China in developing energy projects and the Northern Sea Route (NSR). The authors also note that China is aware of the strategic importance Russia attaches to the Arctic, and Beijing has reassured Moscow that it does not seek to challenge Russian interests in the region.
