Since its first publication in 1973, the HITRAN molecular spectroscopic database has been recognized as the international standard for providing the necessary fundamental spectroscopic parameters for diverse atmospheric and laboratory transmission and radiance calculations. There have been periodic editions of HITRAN over the past decades as the database has been expanded and improved with respect to the molecular species and spectral range covered, the number of parameters included, and the accuracy of this information. The 1996 edition not only includes the customary line-by-line transition parameters familiar to HITRAN users, but also cross-section data, aerosol indices of refraction, software to filter and manipulate the data, and documentation. This paper describes the data and features that have been added or replaced since the previous edition of HITRAN. We also cite instances of critical data that are forthcoming.

The purpose of this paper is to put forward a new estimate, in the context of previous assessments, of the annual global mean energy budget. A description is provided of the source of each component to this budget. The top-of-atmosphere shortwave and longwave flux of energy is constrained by satellite observations. Partitioning of the radiative energy throughout the atmosphere is achieved through the use of detailed radiation models for both the longwave and shortwave spectral regions. Spectral features of shortwave and longwave fluxes at both the top and surface of the earth's system are presented. The longwave radiative forcing of the climate system for both clear (125 W m-2) and cloudy (155 W m-2) conditions are discussed. The authors find that for the clear sky case the contribution due to water vapor to the total longwave radiative forcing is 75 W m-2, while for carbon dioxide it is 32 W m-2. Earth's annual global mean energy budget

An update is provided on the Earth's global annual mean energy budget in the light of new observations and analyses. In 1997, Kiehl and Trenberth provided a review of past estimates and performed a number of radiative computations to better establish the role of clouds and various greenhouse gases in the overall radiative energy flows, with top-of-atmosphere (TOA) values constrained by Earth Radiation Budget Experiment values from 1985 to 1989, when the TOA values were approximately in balance. The Clouds and the Earth's Radiant Energy System (CERES) measurements from March 2000 to May 2004 are used at TOA but adjusted to an estimated imbalance from the enhanced greenhouse effect of 0.9 W m−2. Revised estimates of surface turbulent fluxes are made based on various sources. Earth's Global Energy Budget

■ Abstract Water vapor is the dominant greenhouse gas, the most important gaseous source of infrared opacity in the atmosphere. As the concentrations of other greenhouse gases, particularly carbon dioxide, increase because of human activity, it is centrally important to predict how the water vapor distribution will be affected. To the extent that water vapor concentrations increase in a warmer world, the climatic effects of the other greenhouse gases will be amplified. Models of the Earth’s climate indicate that this is an important positive feedback that increases the sensitivity of surface temperatures to carbon dioxide by nearly a factor of two when considered in isolation from other feedbacks, and possibly by as much as a factor of three or more when interactions with other feedbacks are considered. Critics of this consensus have attempted to provide reasons why modeling results are overestimating the strength of this feedback. Our uncertainty concerning climate sensitivity is disturbing. The range most often quoted for the equilibrium global mean surface temperature response to a doubling of CO2 concentrations in the atmosphere is 1.5C to 4.5C. If the Earth lies near the upper bound of this sensitivity range, climate changes in the twenty-first century will be profound. The range in sensitivity is primarily due to differing assumptions about how the Earth’s cloud distribution is maintained; all the models on which these estimates are based possess strong water vapor feedback. If this feedback is, in fact, substantially weaker than predicted in current models, sensitivities in the upper half of this range would be much less likely, a conclusion that would clearly have important policy implications. In this review, we describe the background behind the prevailing view on water vapor feedback and some of the arguments raised by its critics, and attempt to explain why these arguments have not modified the consensus within the climate research community.

Water vapor feedback and global warming

This review discusses the land-surface-atmosphere interaction using observations from two North American field experiments (First International Satellite Land Surface Climatology Project Field Experiment (FIFE) and Boreal Ecosystem Atmosphere Study (BOREAS)) and the application of research data to the improvement of land surface and boundary layer parameterizations in the European Centre for Medium-Range Weather Forecast (ECMWF) global forecast model. Using field data, we discuss some of the diurnal and seasonal feedback loops controlling the net surface radiation and its partition into the surface sensible and latent heat fluxes and the ground heat flux. We consider the impact on the boundary layer evolution and show the changes in the diurnal cycle with soil moisture in midsummer. We contrast the surface energy budget over the tropical oceans with that over both dry and wet land surfaces in summer. Results from a new ECMWF model with four predicted soil layers illustrate the interaction between the soil moisture reservoir, evaporation and precipitation on different timescales and space scales. An analysis of an ensemble of 30-day integrations for July 1993 (the month of the Mississippi flood) showed a large sensitivity of the monthly precipitation pattern (and amount) to different initial soil moisture conditions. Short-range forecasts with old and new land surface and boundary layer schemes showed that the new scheme produced much better precipitation forecasts for the central United States because of a more realistic thermodynamic structure, which in turn resulted from improved evaporation in an area that is about 1-day upstream. The results suggest that some predictability exists in the extended range as a result of the memory of the soil moisture reservoir. We also discuss briefly the problem of soil moisture initialization in a global forecast model and summarize recent experience with nudging of soil moisture at ECMWF and improvements in the surface energy budget coming from the better prediction of clouds.

The land surface-atmosphere interaction: A review based on observational and global modeling perspectives

There has been a long history of unexplained anomalous absorption of solar radiation by clouds. Collocated satellite and surface measurements of solar radiation at five geographically diverse locations showed significant solar absorption by clouds, resulting in about 25 watts per square meter more global-mean absorption by the cloudy atmosphere than predicted by theoretical models. It has often been suggested that tropospheric aerosols could increase cloud absorption. But these aerosols are temporally and spatially heterogeneous, whereas the observed cloud absorption is remarkably invariant with respect to season and location. Although its physical cause is unknown, enhanced cloud absorption substantially alters our understanding of the atmosphere's energy budget.
