Contractor selection using multicriteria utility theory: an additive model

Contractor selection is one of the main activities of clients. Without a proper and accurate method for selecting the most appropriate contractor, the performance of the project will be affected. The multi-criteria decisionmaking (MCDM) is suggested to be a viable method for contractor selection. The analytic hierarchy process (AHP) has been used as a tool for MCDM. However, AHP can only be employed in hierarchical decision
models. For complicated decision problems, the analytic network process (ANP) is highly recommended since ANP allows interdependent influences specified in the model. An example is demonstrated to illustrate how this method is conducted, including the formation of supermatrix and the limit matrix.

Contractor selection using the analytic network process

The Likert method is commonly used as a standard psychometric scale to measure responses. This measurement scale has a procedure that facilitates survey construction and administration, and data coding and analysis. However, there are some drawbacks in the Likert scaling. This paper addresses the information distortion and information lost arising from the closed-form scaling and the ordinal nature of this measurement method. To overcome these problems, a novel fuzzy Likert scale developed based on the fuzzy sets theory has been proposed. The major contribution of the fuzzy Likert approach is that it permits partial agreement of a scale point. By incorporating this capability into the measurement process, the new scale can capture the lost information and regulate the distorted information. A quantitative analysis based on the concept Consensus has proven that the new scale can provide a more accurate measurement. The implementation feasibility and the improved measurement performance of the fuzzy Likert scale have been demonstrated via a simulation study on a low birth weight analysis.

A novel Likert scale based on fuzzy sets theory

Construction delays are a common phenomenon in civil engineering projects in Egypt including road construction projects. Therefore, it is essential to study and analyze causes of road construction delays. This paper studied a list of construction delay causes gathered from literature having different types of construction, different countries, different periods and different numbers of delay causes and delay groups. A questionnaire and personal interviews have formed the basis of this paper listing 293 delay causes. The questionnaire survey was distributed to 500 construction participants and 389 were received who represent consultants, contractors and site/design engineers excluding the owner representing the government in road projects as one party only. Relative Importance Index (RII) is calculated and according to the highest values the top twenty and the least twenty delay causes of construction projects in Egypt are determined. A case study is analyzed and compared to the most important delay causes in the paper. The test results reveal good correlation of causes and groups between contractors and site/design engineers and between consultants and site design engineers and a somewhat low correlation between contractors and consultants. So there are no root causes that can be taking for granted to be most or least effective delay causes. Proposed model for predicting actual road construction project duration was developed; a real case study tested the accuracy of proposed model. According to the analysis of case study, the most contributing causes and groups to delays were discussed, and some future recommendations were proposed in order to control and minimize delays in road construction projects. These findings can be helpful for project managers to mitigate the road construction delays in Egypt. In order to effectively overcome the road construction delays in developing countries, suggestions are made for fundamental and large‐scale reforms in procurement systems and stakeholders’ management. Also, this paper is useful for both researchers and road construction parties and allows detailed and repeatable analysis of the progress of a road construction project in order to facilitate and achieve a competitive level of time, cost and quality for effective road construction projects.

Exploring delay causes of road construction projects in Egypt

Project management and its effects on project success: Cross-country and cross-industry comparisons

In-planned duration and cost at project closing are the two of criteria of successful project and successful project management. In Vietnam, regularly, construction projects have met delays and cost overruns. This research has employed a questionnaire survey to elicit the causes of this situation by interviewing 87 Vietnamese construction experts. Twenty one causes of delay and cost overruns appropriate with building and industrial construction project were inferred and ranked with respect to frequency, severity and importance indices. Spearman’s rank correlation tests showed that there are no differences in the viewpoints between three principal parties in the project. A comparison of causes of time and cost overruns was done with various selected construction industries in Asia and Africa. Factor analysis technique was applied to categorize the causes, which yielded 7 factors: Slowness and Lack of constraint; Incompetence; Design; Market and Estimate; Financial capability; Government; and Worker. These findings might encourage practitioners to focus on delay and cost overruns problem that might have existed in their present or future projects.

Delay and cost overruns in Vietnam large construction projects: A comparison with other selected countries

Purpose – The purpose of this article is to identify and explore pertinent conflicting factors in construction projects; which would be helpful for project planners and implementers in assessing and taking proactive measures for reducing the adverse effect of conflict.Design/methodology/approach – To achieve the study objectives, a 43‐item questionnaire survey in a five‐point Likert scale was carried out to collect professionals' experience on conflicting activities in Korean construction projects. Conflicting factors in construction projects: Korean perspective

Time performance is one of the most important aspects to be benchmarked in project management. Many factors arise during the project implementation process affecting the project time. Identifying the problems that are significant to executing construction schedule and incorporating them into a comprehensive model will be useful in project management. Based on a data set of 70 projects (outliers discarded), the multiple regression technique is applied to integrate significant variables into a model used to predict or evaluate the project time index. The result suggests that six variables, namely underground site condition, project management works, estimating works, competency of subcontractor(s), accuracy and completeness of design, and owner’s project financing emerged as important factors in regression model. The constructed regression model has a good performance when compared with an artificial neural network model developed for purpose of cross validation.

Estimating time performance for building construction projects in Vietnam

The construction industry is dynamic in nature due to increase in uncertainties in technology, budgets, and development processes. Claims and litigation are on a dramatic rise throughout the construction industry. If disputes are not resolved promptly, they tend to drag on and escalate and can cause project delays, lead to claims, require litigation proceedings for resolution, and ultimately destroy business relationships. The purpose of this study is to find out the magnitude of the identified six major construction conflicting factors and responsible parties for those problems. Out of six identified conflicting factors, this study has detected four major factors contributing construction conflict using AHP tool. These four major contributors are: 'change of site condition', 'people interruptions', 'change order evaluation', and 'defective design'. The survey has also revealed the owner as a more responsible party for these conflicting factors and then followed by the consultant. The paper has suggested taking lead role by the owner to manage the conflicts in the construction sites and driving the project toward accomplishment by best planning. A construction conflict prevention model (CCPM) is suggested.

Critical Construction Conflicting Factors Identification Using Analytical Hierarchy Process

Purpose – Time is an important factor in any project, especially in construction projects. Although using detailed scheduling techniques is unavoidable, a model to predict or benchmark time performance has interested many researchers. For an exploratory purpose, this paper aims to investigate the time‐cost relationship proposed by Bromilow with data from construction projects in Korea.Design/methodology/approach – The data are collected from 34 historical building projects in Korea. Construction cost is adjusted using a building price index. Analysis is carried out on variety of project characteristics.Findings – It is shown that a time‐cost relationship is applicable to the Korean construction industry.
