I have developed "tennis elbow" from lugging this book around the past four weeks, but it is worth the pain, the effort, and the aspirin. It is also worth the (relatively speaking) bargain price. Including appendixes, this book contains 894 pages of text. The entire panorama of the neural sciences is surveyed and examined, and it is comprehensive in its scope, from genomes to social behaviors. The editors explicitly state that the book is designed as "an introductory text for students of biology, behavior, and medicine," but it is hard to imagine any audience, interested in any fragment of neuroscience at any level of sophistication, that would not enjoy this book. Supply chain management: an analytical framework for critical literature review

Since the original Data Envelopment Analysis (DEA) study by Charnes et al. [Measuring the efficiency of decision-making units. European Journal of Operational Research 1978;2(6):429–44], there has been rapid and continuous growth in the field. As a result, a considerable amount of published research has appeared, with a significant portion focused on DEA applications of efficiency and productivity in both public and private sector activities. While several bibliographic collections have been reported, a comprehensive listing and analysis of DEA research covering its first 30 years of history is not available. This paper thus presents an extensive, if not nearly complete, listing of DEA research covering theoretical developments as well as “real-world” applications from inception to the year 2007. A listing of the most utilized/relevant journals, a keyword analysis, and selected statistics are presented.

A review and comparison of solution approaches

This paper develops a methodology to select a least cost mix of transport policy measures in different regions of the European Union to attain air quality standards by the year 2010. Two fundamental characteristics of air quality problems are addressed: their variation across regions and the interregional linkages resulting from ozone pollution. We propose a column generation approach to answer the question of which policies should be introduced where to arrive at a least cost solution for the Union as a whole satisfying the emissions reduction constraints. Our methodology can be applied to a wide range of environmental policy questions with a spatial dimension characterized by interdependencies across policy instruments and environmental processes. Improvements in vehicle technology are important for meeting air quality standards. Triggering such changes through economic instruments is attractive because this accommodates the geographical variation of air quality problems throughout the European Union. Different clean fuels are suggested for different regions. Taxation on road use also plays an important role in the mix of policies to curb air pollution. Furthermore, emissions reduction from nontransport sources are of major importance in all scenarios studied.

A note on a symmetrical set covering problem : The lottery problem

In the Auto-Oil Programme,the European Commission looks for emission limits for cars such that the urban air quality targets are reached at minimum cost. This optimization problem was solved by Degraeve et al. (1998). In this paper we deal with two methodological problems in this cost efficiency approach. We study first what is known as the overachievement problem in cost-effectiveness analysis. In a pure cost-efficiency approach,there is a tendency to understate the merits of federal regulatory measures: Because these measures are uniform they will always do more than required in some regions. We prove this and show how this problem can be solved using minimum information on the benefits of environmental improvements. The second problem we study is the implementation problem of local measures. From a European wide perspective,it may be cost-efficient that some regions take local measures but this is not necessary in the interest of these regions when there is transfrontier pollution. When this behavioral constraint is taken into account,the cost efficient bundle will change. We show how these two considerations affect the selection of optimal emission standards for cars in Europe.
