Abstract: This short note formulates an m -level hierarchical system structure, with the lower level subsystems being faster than the one above. In the context of linear time-invariant systems and the regulator problem a near-optimal solution is found using results in singular perturbation theory. An example from power systems is given, and computational and conceptual advantages of the method are indicated.

Abstract: Presented herein is a multiobjective planning model for a regional health-facility system. The system consists of a regional center, intermediate and local hospitals, and health centers. This planning model is based on the maximization of the system effectiveness. A step-by-step planning procedure which includes all interactions among facility levels is applied. First, by means of an iterative algorithm, the sizes and locations are obtained for each chosen number of facilities. Next the optimal system is determined by evaluating alternative systems according to their effectiveness, in terms of cost and utilization criteria. A numerical example is given to illustrate the computational procedure.

Abstract: A constitutive law is developed to model the behavior of normally consolidated isotropic cohesive soils under multidimensional stress or strain paths. This law represents the endochronic form of viscoplasticity and involves a number of material variables that are defined in terms of semi-empirical expressions and model: (1)Strain softening and hardening; (2)densification and dilatancy; (3)frictional aspects; and (4)strain rate dependence of the response. Furthermore, by considering saturated soils as two-phase media, the model accounts for the development of pore pressures due to the volumetric strain in the solid skeleton. Data reported in the literature are used to demonstrate the applicability of the approach, and approximate correlations between material parameters are established to predict the stress-strain-pore response of normally consolidated clays.

Abstract: The concept of crowding is examined within the context of dwelling units. A review of the literature and the analysis of the surveys and case studies in some parts of Turkey are presented. A crowding model for dwellings has been developed in structuring the conceptual crowding problems and their effects on the physical setting. Influences on the sense of crowding and their effect on the adaptation or alteration processes in relation to values of density are discussed within the context of dwelling unit. Lastly the findings of the case studies from Turkey are matched with these subjects.

Abstract: In linear active filters, the element criticalness, the most and the least critical elements, and also optimum tolerances have been defined for transfer, gain and phase functions. Simple and systematic procedures for computing their values, thus determining the ordered hierarchy of critical elements, are provided. Moreover, as an example, the element criticalness, the most and the least critical elements, and the optimum tolerances have been evaluated for Gopal's network realizing the third-order Butterworth characteristic and using equal-valued capacitors and resistors.

Abstract: In this article some typical examples of damsites and reservoirs with specific problems related to karstic and soluble rocks are presented which have been investigated or are under study in Turkey and in other parts of the world, and an identification of the problems is given. Remedial measures taken and treatment methods chosen to overcome the instability and leakage of the dams on karstic limestone formations are also mentioned.
