TL;DR: This paper, which omits formal input and output statements, places on record a FORTRAN computer program for this method which is perhaps the shortest and simplest available for the problem.
Abstract: IN quantitative research in educational and psychological measurement, a common computational problem is maximizing or minimizing the ratio of two quadratic forms, i.e., find the scalar (eigenvalue) x and the vector (eigenvector) x which maximizes or ininimizes x = ~4:c/:)/.B:r. In a recent paper, Kaiser and Rice (1973) have presented a method for this problem. Their method-a so-called &dquo;relaxation&dquo; method-is characterized by being short and simple-the program given below is perhaps the shortest and simplest available for the problem (it does not involve the preliminary &dquo;fussing around&dquo; which characterizes other popular procedures). The method is also extremely fast when moderate precision is desired. (For great precision it may converge slowly.) This paper, which omits formal input and output statements, places on record a FORTRAN computer program for this method
