Abstract: Fishing is common among the inhabitants in every coastal region. Oman’s Al-Batinah coast accounts for 20% of the national catch. However, poor uptakes of improved fishing technologies and practices, weak management, inefficiency and ineffective marketing have resulted in Al-Batinah fishermen securing low earnings (Al-Zabri, 2008). This study assesses the situation of the fishermen on the Batinah coast of Oman. It uncovers the reasons behind their leading a subsistence life. This study also explores their difficulties and concerns, and devises some policy implications that offer them a better life. The study utilizes both qualitative and quantitative data collected from fishermen using questionnaires and interviews in an organized form of field survey. The majority of the fishing activity takes place in the traditional sector, where small fishermen run it as their family business. Expenditures surpass fishermen’s income and restrict their savings and growth. The Omani Government has provided infrastructure; however, there is a need for officials to be more observant and concerned about the not so well off fishermen. Facilitators such as training institutes and banks need to provide concentrated measures to improve fishermen’s skills and productivity. Altogether all the facilitators and the fishermen need to come together and share a common platform to advance fishing activity and its scope in the region.

Abstract: The Indian industrial policy made a major transition towards liberalization in the mid-1980s with the proponents of liberalization expecting not only a general increase in the efficiency of Indian industry but also improvement terms of innovative performance. Extensive industrial studies, as well as macro level data, suggest that liberalization in the field of industrial licensing and foreign technological collaborations has resulted in large scale entry of new firms across different segments of the economy In this context, the authors review the promotion oriented industrial policies of Indian Engineering industry and trace the industrial growth from 1950-51 onwards. There was mainly two breaks (kinked points) during this period, one in 1965-66 and the other in 1984-85. A review of policies suggests that these breaks were associated with major shifts in policies of the government. The study indicates that the first break came through industrial policies of the government with a focus on the heavy industries during the initial phases, while the other break came during 1984-85 which could be attributed to changes in policies from a restrictive one in the mid 60s and 70s to a liberalized one in this sector in the 80s.

Abstract: Today, the most successful companies are those that can respond quickly and flexibly to market changes and opportunities. A detailed understanding and knowledge is required to analyze the business environment at different levels. This can be achieved by implementing value added information throughout the organization. There has been an increased demand in the development of IT that performs data manipulation operations to report and analyze the data. While sifting through all that data, organizing it, and then using it to make the business run more profitably has become a bigger challenge. Decision markers can use such information to implement business strategies that best meet the needs of the ultimate customer. Making use of that information is all the more urgent.

Abstract: This study employed the activity competency model (ACM) to investigate the perceived importance of the managerial activities, skills and knowledge required by top management in the healthcare sector. A survey instrument was designed based on the ACM for data collection. It encompasses 17 initial managerial activities and 14 managerial competences required to effectively perform these management activities. Data for this study were collected using a structured questionnaire. Twenty-seven healthcare top managers from 18 major hospitals in Taiwan were selected. These include 10 medical centers and 8 regional hospitals. Among these 27 top managers, there are 12 superintendents, 13 vice superintendents, and 2 chief executive officers. A set of critical managerial activities and the competency needed for top managers in the healthcare sector was identified. Findings have implications for healthcare management development, training and management career planning. Additionally, these findings can also serve as guidelines for recruiting the right top healthcare managers.

Abstract: The notion of a knowledge society demands equal access of knowledge for every stakeholder in the society. Modern information and communication technologies play a significant role in accessing and storing knowledge, which is a vital enabler for fostering knowledge society paradigm. Voluntary organizations represent an important part of society which differs from traditional business and governmental organizations in terms of structure, working methodologies, and decision making. In this paper the authors investigate the Pakistani civil society sector to analyze the involvement of technology in their work settings. The findings suggest that lack of technological and financial resources hinder voluntary organizations in this region to adopt innovative technological solutions, so there is need for supporting the appropriation of technology in this sector. On the basis of the authors’ findings they propose a research plan to follow for the uplift of Pakistani NGOs and their use of ICTs. This research framework can be extended to NGO sectors of other parts of the world in an effort to generalize the findings worldwide to better support the technology needs of this community.

Abstract: Web pages are highly dynamic and it’s difficult to retrieve the relevant web pages in top 10 search results. This is based on some ranking mechanism incorporated retrieval system. The Retrieval system is designed for ranking the relevant web pages for user query. Usually, the retrieval system considers many techniques for ranking such as link based, connectivity based and keyword based techniques. The authors’ rank the web pages using the keywords and its associated TAGs. Based on the importance of each TAGs, weights are assigned and the semantics of the page is captured. In addition, the semantic information is represented in compact tree form, which supports both incremental and interactive mining with refined retrieval. From the experimental result, the authors have observed that the performance of the proposed approach is encouraging compared to the recently proposed approach.

Abstract: With the development of globalization and knowledge economy, intangible assets have become more important in competition. The practice of the intellectual capital business model in Chinese enterprises is an important source for innovation and lets Chinese enterprises get sustainable competitive advantage. In this paper, the authors take K group as an example, and analyze methods of EI management, which has improved employee motivation in innovation. The authors also use empirical analysis to validate the positive correlation between the emotional intelligence (EI) of core staff and job performance. With the development of knowledge economy and corporate strategy theory, knowledge management has taken an important role in the competition and intellectual capital (IC) has become the source of value creation. Intellectual capital business model is a description of the intellectual capital operation, the better mode of operation, the higher and greater value of intellectual capital. As such, intellectual capital is becoming an essential business component; the application of intellectual capital business models increases economic efficiency and enhances competitiveness.

Abstract: This paper considers the development of women (especially rural and the poor) as the central aspect to the poverty alleviation and reduction of inequality. The paper proposes an extensive usage of information technology to enhance the ‘capability’ (as in the concept of ‘Capability Approach’ by Prof. Amrtya Sen) of women so as to reduce poverty and inequality. The paper is suggestive of examples of few prominent business oriented and development related efforts designed and executed for the development of women by Government and other organizations and is logically indicative of the idea that those efforts would have given wondrous results, if information technology would have played a role there. One of the examples quoted in the paper would be DWCRA (the development of women and children in rural areas) scheme. The Paper actually emphasizes on the fact and proposes that Radical Feminism may be reduced through the ‘Capability Development’ of women through Business Opportunity Development, through the usage of Information and Communication Technology. The paper further quotes few examples of ICT based efforts in other South Asian Countries also.

Abstract: SERVQUAL (Service Quality) model is being used to measure the service quality in almost every service sector globally. However, little research exists on its usage in evaluating the performance of the training sector despite its significant role in many developing economies. This article examines the performance of a very reputed training institute in India using SERVQUAL instrument. The first objective of the study was to check whether the customers were satisfied with the service of the institute. The second objective was to measure the gap between perception and expectations. Two expectation levels of the customers were studied – adequate (or minimum) and desirable (or maximum). The result of this study suggests that the training institute surpassed the minimum expectation level of its customers but fell short of the maximum expectation levels. The key dimension where the institute is lacking in terms of providing quality service is “assurance†and therefore the institute needs to revisit and improve the items considered under this dimension.

The core of eco-knowledge city is to surpass the traditional urban development model of industrial society strategically, to purposely encourage citizens to learn and share knowledge equally, and to enhance creativity through the cultivation of knowledge, technological innovation, and scientific research, sequentially to reduce material consumption and pollution, and to achieve cooperative development of urban economy, society, and environment. Shenzhen would not only pay attention to elements of ecological knowledge in the industrial field, but also would like to embody the characteristics of emphasis on ecology and respect for knowledge in all aspects of city life. NST (NineStar Technology Co., Ltd, in Zhuhai, China) wins the recognition of both the domestic and the foreign markets through building an advanced IPRs management system to promote their products and institutional innovation, and to respond positively to foreign patents litigations. Abstract: In this paper, the authors examine if a difference exists in adopting or diffusing information and communication technology (ICT) between developing and newly developed countries. To analyze the problem, the authors use the Unified Theory of Acceptance and Use of Technology (UTAUT) suggested by Venkatesh et al. (2003), which consists of effort expectancy, performance expectancy, and social influence. The authors also use innovation diffusion functions, made up of introduction, growth, maturity, and decline phases. The authors researched how these factors affect the adoption in the three phases. The authors surveyed cellular phone adopters in Thailand and South Korea for 15 years from 1989 to 2003. Thailand and South Korea each represent developing and newly developed countries, respectively. For the data analysis, survival analysis is used, because it can explain the characteristics of the potential adopters or non-adopters. They found that the ICT diffusion patterns, as well as the ICT diffusion factors, of the two countries are different. Therefore, the results of the authors’ research can be used to build a strategy to reduce the digital divide gaps among countries.

In this paper, the authors examine the organizing process of the World Social Forum 2006 event, held in Karachi Pakistan. World Social Forum is an important gathering of social movements across the globe, and organizing such an event requires extensive communication and effective planning skills. The authors’ intention is appropriate technology introduction in the organizing process to improve the organizing process. Abstract: P2P communities can be seen as truly Distributed Computing applications in which group members communicate with one another to exchange information. The authors consider security issues in Peer to Peer Networks. For secure exchange of data between the group members the authors present a cryptography protocol and an Identity mechanism which can able to check even the Trust of the Peers based on the available reputation information. The authors are encapsulating the reputations of both the provider and the requester. So the requester cannot (gainfully) maliciously abort the transaction in the middle. In other words, the requester cannot take the service from the provider and then logoff without giving a recommendation to the provider.

Abstract: In the era of knowledge economy, improving quality of labor force has great effort on enhancing innovation ability of Chinese enterprise and improving competitiveness of the whole country. Currently, the quantity of Chinese labor force isn’t enough mainly due to several reasons: firstly, population policy emphasized “quantity†rather than “quality†; secondly, the structure in labor force market is irrational; thirdly, big differences exist in labor quality between urban and rural areas; fourthly, intellectual capital investment in education and training has been far from enough. However, Intellectual Capital theory has provided a solid theoretical basis for the author to improve labor quality. It suggests setting up an active policy to promote intellectual capital investment; strengthen intellectual capital investment in education system; encourage more and more Chinese enterprises to use Intellectual Capital business model in management; and set up special founding for young generation.

Abstract: Traditional Chinese Medicine (hereafter referred to as TCM) is made by Chinese herbal formulae and includes a ratio of pharmaceutical elements, which contain known health-enhancing functions. The trial process of the invention of TCM requires a lot of creative work and involves some risks. Winning patent protection for TCMs presents technical barriers on the patent examination. To address the problem of patent protection for TCM requires an understanding of history, medicine, pharmaceutical science, and modern drug development. The patentability of TCM may ultimately depend upon the determination of the scope and right contents of TCMs and the creation of a special patent examination system for this purpose.

Abstract: Neural networks are known for their ability to recognize patterns of noisy, complex data and to estimate a nonlinear relationship between them. But the design of neural networks is very complex because it works on the principle of “black box.” The application of genetic algorithms in neural networks with hybrid systems can improve a network’s ability to make predictions. Hybrid systems involve the use of combined techniques, issues and different models in order to achieve the overall performance better than those offered by each solution considered separately. Projections made by hybrid systems have smaller errors and constructed systems are able to automatically select the variables necessary to function effectively. This is possible due to the principle of selective biological function of genetic algorithms. They select from a large population of neural networks the best generations, made their exchange of elements and even mutations to get the most advanced networks. For an evolving and performance changes economic environment are necessary tools that can help make faster optimal decisions and increase the business efficiency.

Abstract: This paper provides an overview of the foreign ownership in the China’s listed companies. The characters are as follows: 1) It has a small proportion of shares, showing not in control position in most companies; 2) it has a strong preference for the banking industry; 3) most of them have been located in the developed regions; 4) most of them mainly come from Asia, especially from Hong Kong, Macau and Taiwan; 5) most of them have share in value-add big companies. In addition, this paper found a significant difference in big foreign shareholders of stock preference between direct and indirect investment.
