Abstract: This paper summarizes a theoretical and empirical analysis of library and publisher behavior in academic journal markets. Libraries demand portfolios of journal titles. As a consequence, publishers may find it profitable to increase the size of their journal portfolios via mergers. Using data for some one thousand biomedical journals and holdings from 194 libraries, the analysis indicates that quality and cost-adjusted price increases have been substantial over the past decade and that past mergers have contributed to these price increases.

Abstract: The current practices of journal acquisition are grounded in the legacy of a print-bound world in which each library is an island of access for its own patrons. With electronic desktop delivery to information, increased ease of access allows far greater information use than previously possible. The extent of this additional use is still an open question, but based upon the OhioLINK experience thus far, it appears that improved ease of access has demonstrated the high elasticity in information usage. Libraries and consortia must seek to enable this desirable outcome by adopting purchase models that provide for expanded journal access. The first twenty-six months of operation of the OhioLINK Electronic Journal Center (EJC) is an exemplary illustration of the dramatic benefits of expanded access. Patrons have executed over 1.2 million article downloads. On average each Ohio university uses 3.5 times more titles than they previously held in print, and 51% of downloaded articles were not available in print on each campus. Small and two-year colleges are also beneficiaries through first-time access to scholarly journals. As the evolution to broad scale electronic access continues, libraries and consortia must take advantage of the opportunities illustrated by the EJC that fashion a sustainable economic model of information purchase that maximizes information use.

Abstract: More than any other social science discipline, psychology relies on journals as its primary mechanism for the communication of research findings. Psychology journals grew along with the field itself, beginning the century closely allied with a few key individuals and laboratories and evolving into well structured and tightly defined publications. As psychology diverged from its roots in philosophy, the twentieth century witnessed an explosion of psychological research and publication. Abstract: The history journal Armales: Economies, Societes, Civilizationsis investigated for 1980-1989 to reveal an institutional and geographical mapping of the Annalescontributors. Using the Arts and Humanities Citation Indexdatabase, the author's institutional affiliations are identified and examined with the intention of verifying a community of Annalistehistorians publishing research within the parameters of Annalistehistoriography and intellectual concerns. A discussion of domains of knowledge and disciplinarities is linked to intellectual orientation. This study indicates that these historians are predominately French with a significant minority representing an international community. Substantive knowledge of Annalistehistorical research, methodologies, and intellectual orientation animates institutional affiliation. Finally, the authors suggest that identifying any major “school” of historiographical innovation can be accomplished through use of bibliometrical analysis.

Abstract: The primary purpose of this paper is to investigate what factors crucially affect scholar's acceptance of e-journals. Before reviewing various aspects of e-journals, it is necessary to fully understand the traditional journal system, because the developments, roles, and deficiencies of the paper journal system will illustrate some basic requirements for successful e-journals. This article also examines the developments of e-journals and presents a comprehensive examination of the economic, technological and cognitive, and sociological aspects of e-journals based upon an extensive literature review. With regard to the economic and technological and cognitive aspects, the benefits of scholarly e-journal publishing appear to be, by and large, favorable to the transition from paper to electronic journals. However, the major stumbling block is the credibility of scholarly e-journals. Whether or not scholars can obtain the same recognition or rewards through e-journal publication as they obtain through paper journal publication must be one ol the key factors that affect scholar's acceptance of e-journals.

Abstract: An overview of traditional methods of evaluating serials collections and serial titles is presented and applied to electronic resources. Traditional methods such as holdings, checklist, conspectus, availability studies, document delivery studies, citation studies and use studies used for the evaluation of serials collections in print can be modified for the evaluation of electronic serials collections. Issues, problems and challenges associated with electronic serials evaluation are then outlined, and conclusions that emphasize the continuing importance of serials evaluation in the electronic environment are drawn.

Abstract: The National Electronic Site License Initiative (NESLI) is an initiative funded and supported by the UK higher and further education councils to promote the widespread delivery and use of e-journals. Day-to-day activities are undertaken by the Managing Agent and include: negotiating deals with publishers; handling subscriptions; providing a single interface for access; and encouraging the use of the NESLI Model License. Deals from publishers are communicated electronically to designated representatives within the community and libraries make their own decisions on whether to accept an offer. Deals with twelve publishers are currently available with many more in the pipeline.

Abstract: Remote access electronic journals are now a major part of academic library resources. This paper discusses some of the most important organizational and technical issues in providing access to these journals. Licensing is presented as the most complex organizational issue, requiring special skills in negotiation for and implementation of license agreements with vendors. In terms of technical issues, cataloging and system-related problems are identified and discussed. Discussions of the efforts in harmonizing ISBD(ER) and AACR2R as well as the use of single vs. separate records for electronic journals and their print counterparts are presented. Finally, various approaches to authentication and access management for networked electronic journals are compared.

Abstract: Author self-archiving systems, emerging from successful experiments with preprint servers, have emerged in a variety of fields. The Open Archives initiative was organized to create a forum to solve interoperability issues between author self-archiving solutions, as a way to promote their global acceptance. The initiative seeks to develop a framework for a “universal e-print archive” that establishes interoperability standards supporting the search and retrieval of e-print papers from all disciplines. The Santa Fe conventions were developed to ensure these archives work together so that any paper in any of these archives can be found from anyone's desktop worldwide, as if it were all in one virtual public library.

A disaster scenario is described, as are hands-on exercises undertaken by participants.

Abstract: The authors report on a project sponsored by the IFLA Round Table of Library and Information Science Journals to determine factors contributing to journal quality. This was a pilot project focusing on Asia with the aim in part of determining whether a larger international project might be feasible. Quality of papers emerged as the key category, with a number of criteria used to determine this quality. It was found that, given the relative ease with which data were collected for the pilot study and the ready participation of most editors approached for input, a more substantial project would be possible with only low level funding.

Abstract: The new ship SPARC (Scholarly Publishing and Academic Resources Coalition) was formally launched in 1998 as a response to the realization within the research library community that the lack of competition in the marketplace for scientific journals could eventually translate into the collapse of scientific communications. To facilitate competition, SPARC nurtures the creation of high-quality, low-priced, peer-reviewed STM publications and works to reduce the risk to its publisher-partners of entering markets in which prices are highest and competition is needed most. The SPARC crew of libraries and partners is helping ships of scholars and societies navigate through the uncharted waters of electronic scholarly publishing. This paper describes the SPARC ship and the course it is taking for those who might want to sail along.

Abstract: Education is a discipline with a lengthy history of journal publishing. Since education has an impact on nearly every area of life, the list of education journals exceeds well over 1,000 titles. Selecting a few that represent the key journals of the twentieth century was no simple task. Although a number of factors were considered, the final ones used were longevity, endurance, and being central to the study or practice of teaching and learning. Being indexed in a number of indexing sources was also given consideration as a reflection of importance. A number of studies have been published that discuss education journals, but generally were given limited consideration since so many of them address very targeted subdisciplines (Shulman and Margalit on special education;1 Keister’s review of the leading journals in higher education,2 for example). John C. Smart’s findings on the correlation between quality and citation rates of education journals suggests that the relationship is weaker in education than it is in other disciplines.3 Accordingly, emphasis was placed on those journals demonstrating longevity and sig-

Abstract: The author surveyed four university libraries in southwest Nigeria regarding access to their serials collections. It was found that in the libraries surveyed, undergraduates not in their final year often had at most limited access to the collections. This can be attributed to a variety of reasons including security and a lack of space; however, of more importance still is the fact that the collections are intended to cater mainly to researchers. In addition, it was found that the libraries usually provide open access to their serials collections, the collections are generally understaffed and suffer from a shortage of current, relevant journals.

Abstract: This is the fifteenth annual price study based on the “Basic List of Veterinary Medical Serials, 2nd edition.”1 The Basic List consists of three parts: core veterinary titles; an adjunct core list of serials in the biomedical and life sciences; and a list of relevant abstract and index titles. Prices are supplied by the Faxon Company. The indexing base is 1983. In the 17-year period from 1983-2000 the average price of titles in the combined core and adjunct core lists rose from $100.37 to $561.71. The price index rose almost 460 percentage points, an average annual increase of 27.04%. The average price of titles in the core list rose from $69.07 to $312.53. The price index in this category rose 352 percentage points, an average of 20.73% per year. The average price of the 85 titles on the adjunct core list was $131.30 in 1983 and $807.95 in 2000. Abstract: Northwestern University Library's Electronic Collections Committee (ECC) Working Group was charged with reviewing and evaluating aggregator services, publishers of electronic journals, and providers of software to manage these journals, in order to determine if any one aggregator service could meet the electronic journal needs of the Northwestern community. The Working Group created a list of criteria and questions to use in making this evaluation. After careful study, the Working Group made a recommendation as to how Northwestern University Library should plan to proceed in its acquisition of electronic journals. Abstract: The creation of publishing conglomerates and the emergence of purchasing consortia are changing the economic model of scholarly publishing and the process of individual collection management. But will the giants fundamentally change the serials community? Despite the undoubted impact of consolidation, the needs of authors and readers will predominate, and the place of quality control and peer review, though under challenge, will be central to formal scholarly communication. Nevertheless, both publishers and librarians will have to change their traditional cultures and processes, and work in collegial alliances. Size and dominance will be factors impacting the serials community. This paper surveys the likely impact of the giants on the serials community in the next decade: alliances between publishers and other information providers, the continuing importance of quality control and peer review, and the needs of authors and readers. Some informed speculation will challenge the complacency and conservatism of many in the serials community.

Abstract: This workshop explored the myriad issues that confront Interlibrary Loan departments in the digital age. These issues include emerging standards for electronic content, the understanding and interpretation of copyright law and its impact on document-delivery operations, the complexity of managing electronic journal access when license agreements are involved, delivery of digital images directly to users' desktops, as well as issues related to the bibliographic control and access of electronic serials in both special and academic/research libraries.

Abstract: The Digital Millennium Copyright Act (DMCA) is an extremely complex piece of legislation that makes major changes to U.S. Copyright Law, specifically in the digital networked environment. Many legal and practical issues are addressed in this legislation that have an enormous impact on the library community. This session will outline the key issues for libraries and alert serialists to the issues that directly or indirectly affect their work. Whether we are concerned with access, delivery, preservation, or archiving, the DMCA affects what we do on a daily basis. In the near future, as the law is being applied and tested in court, libraries must actively identify its impact on their mission and goals, and work to assure proper protection under the law.

Abstract: As government documents, including periodicals, distributed through the Federal Depository Library Program migrate from print to electronic, librarians are faced with the need to adopt new policies and procedures to accommodate this material and keep track of the changes that are occurring. All libraries have access to this vast array of free resources that formerly were found primarily in depository libraries. The workshop leaders outlined the issues and introduced numerous tools that can be used by depository and non-depository librarians to identify Web-based Federal Government periodicals and to keep up with the inevitable changes in formats, titles and URLs.

Abstract: This paper describes a unique electronic journal publishing project involving the University of Kansas, the Big 12 Plus Libraries Consortium, the American Institute of Biological Sciences, Allen Press, and SPARC, the Scholarly Publishing and Academic Resources Coalition. This partnership is creating BioOnet, a database of over 30 full-text society journals in the biological and environmental sciences. The genesis and development of the project are described, and financial, technical, and intellectual property models for the project are discussed. Risk and reward factors that emerged during the first year of the project are also discussed.

Abstract: Many scientific, technical, and medical publishers today are moving from journal publishing to publishing information resources. This move is based on the Internet, where users have access to the benefits that can be offered with electronic publishing. However, a major problem in the publication process is length of time it can take for actual publication as well as the access restrictions that are often set by the publisher. The need for fast and efficient dissemination of research information led Dr. Harold Varmus, Director of the National Institutes of Health, and his colleagues in Spring 1999 to establish PubMed Central, a Web-based repository at NIH, to provide barrier-free access to primary research reports in the life sciences. Based on its natural integration with the existing PubMed retrieval system, PubMed Central serves as a host for scientific publishers, professional societies, and other groups to archive, organize, and distribute at no cost peer-reviewed reports from journals, as well as reports that have been screened but not formally peer-reviewed. This article provides a status report on the PubMed Central project and discusses issues related to the development and implementation of the repository.
