Ownership, Contractual Practices and Technical Efficiency: The Case of Urban Public Transport in France

TLDR
In this article, the authors investigated the impact of ownership structure and contractual choices on technical efficiency in the French urban public transport sector and concluded that ownership regime and contractual practices are key determinants of performances.
Abstract
This paper investigates the impact of ownership structure and contractual choices on technical efficiency in the French urban public transport sector. The central proposition, which relies on classical contract theory arguments, is that ownership regime and contractual practices are key determinants of performances. To test this proposition, we use an original panel data set covering 135 different French urban transport networks over the period 1995-2002 and we apply a stochastic frontier methodology. The econometric results corroborate our proposition: the technical efficiency of urban public transport operators depends on the ownership regime and on the type of contract governing their transactions.

Auction procedures and competition in public services: The case of urban public transport in France and London

TL;DR: In this paper, the authors investigate two alternative models for organizing local public services, namely the French and the London models of urban public transport, and show that the French model exhibits better results, by using the transparency of auction procedures and the discretionary power of the regulator as two complementary instruments to foster competition and prevent anti-competitive behaviours.

Efficiency measurement in public transport: Are findings specification sensitive?

TL;DR: In this paper, the authors used data from 15 European transit systems for a ten-year time period (1990-2000) and found that the two basic dimensions of transit performance, namely efficiency and effectiveness, are negatively related.

TL;DR: In this paper, the authors analyzed the link between human capital and regional economic growth in the European Union and found that regional patterns are powerful explanatory determinants of urban transportation systems in Europe.

Stochastic Frontier Analysis

TL;DR: The shadow price approach to the estimation and decomposition of economic efficiency was proposed in this paper, which incorporated exogenous influences on efficiency change and productivity change, and the estimation of technical efficiency was discussed.
