The text has been substantially revised for this edition to take account of the changing context in which policies are being made in the lead up to 1997. The author details the most recent constitutional developments and moves towards democracy, and describes the changes that will take place in the system of government in 1997 when Hong Kong becomes a Special Administrative Region of the People's Republic of China.read more

TL;DR: In this article, a case study of Hong Kong and Singapore, two of the fastest growing economies in the postwar world, is used to evaluate competing theories of economic growth, showing that Hong Kong began the postwar era with a considerably better educated labor force and the subsequent accumulation of human and physical capital in Singapore far exceeds that in Hong Kong.
