Abstract: A method and system is disclosed for indication and prevention of tampering with an electricity meter having control circuitry for automatic remote reading. The control circuitry, provided externally of the meter in a base or base extension, to which the meter is connected, is also used for tamper detection. Embodiments of the invention include use of optical sensing, voltage detection and proximity detection. Ambient light sensing may be performed to detect separation of the meter from the external receptacle. Reflected light to a reflective surface of the meter is sensed to determine if the meter is properly engaged. Presence of a meter connection plug element may be sensed either optically or by position responsive switch. Voltage of the utility supply and meter user output may be monitored to determine tampering.

The method makes it possible to slave the operation of appliances (201-205, 207, 210) to the tariff status in force which is known to the manager (211) by means of a link with an electricity meter (200) fitted in the network (20).

Abstract: A device to provide a quick and safe elimination of the supply of electricity to a building. The device attaches to the protective housing of the electric meter and permits the user to remain at a safe distance while further providing leverage to be applied to the meter to facilitate removal. If arcing of the electricity flowing through the meter occurs, the operator is safe from it harmful effects. It being recognized that during firefighting operations water is being applied in vast quantities and the dangers of arcing are significantly increased when water is present. The elimination of the supply of electricity to a building on fire is necessary to ensure the safety of the firefighters and other emergency personnel. The device is simple to apply and is applicable to all known types and sizes of meters. The extensive use of nonconductive materials, in the design of the device, ensure the safety of the user. Once the housing cover is opened or removed the device is secured to the protective cover of the meter by encircling the cover with a strap or band. A wedge shaped, or raised section, is provided to ensure a secure attachment to the protective cover, which generally tapers slightly inward toward the exposed end. Upward or downward pressure is then applied to the opposing end from attachment, the meter is pivoted, the connections disengage, the meter is removed from its housing, and the flow of electricity is terminated, while the operator remains at a safe distance.

Abstract: A new instrument which will be used as a transfer device between the national watt and VA standards of the National Research Council of Canada and the standards maintained by Canadian electrical utilities and electricity meter manufacturers is described. The relative error of this instrument is less than 50 ppm for power or energy and 100 PPM for voltampere measurements. The stability of the instrument during a field test cycle of about two weeks was on the order of 20 ppm. A dedicated pulse-frequency counter and a stable phantom power source were supplied to utilities to achieve high-accuracy on-site measurements. >

Then, a total sum of power amounts of a predetermined time detected by the meters 20-23 is compared with that detected by the meter 19 during the time, and a fault of any of the meters 19-23 is judged if a difference of the both is a predetermined error or more.

Abstract: An apparatus and method for measuring electrical energy and quadergy and for performing line frequency compensation includes a compensation integrated circuit for adjusting the determined reactive load quadergy, based on variations between the actual line frequency and the rated line frequency of the meter. Reactive load quadergy is determined by phase-shifting the line voltage by a fixed time interval, based on the rated line frequency of the meter. The determined reactive load quadergy is adjusted to compensate for variations in line frequency. Because the determined reactive load quadergy is output by an electric meter as a continuous pulse train, adjustment to the determined reactive load quadergy is performed by adding or subtracting state changes from the pulse train and then registering the adjusted reactive load quadergy.

The terminal 1 and the meter reader 8 are provided with a light emitting diode 6 comprising the combination 5, 5 of an optical interface for the mutual optical communication and a photo transistor 7. The combinations 5,5 are arranged opposite each other with the terminal 1 and the meter reader 8 joined. Further, a magnet 19 turning on a read switch 13 inserted into the power supply circuit of the terminal 1 in a joint state is provided on the meter reader 8.

Semiconductor devices are provided for quick closing of the shutter or cut-off of the power supply, w.r.t. the monitored laser power. The cut-off operation may be carried out when the minimum switch-off time of the system is no longer maintained. A comparator circuit compares the actual and desired values of the control circuit and the result is used to trigger the safety circuit. ADVANTAGE - Prevents harm to patient. Continuous self-testing of reliable operation.

Abstract: A prototype bolometer is described which offers potential as a nearly ideal power meter by absorbing and measuring nearly all of the incident power. The load developed for this bolometer is shown to reflect no more than 0.01% of the incident power. Assuming that the losses in niobium are no greater than those in lead, the power absorbed by the bolometer but not measured is less than 0.02% over a significant fraction of the WR-22 band (33-50 GHz). If the DC substitution error can be reduced to a comparable level, the proposed bolometer offers a possibility of improving the accuracy of millimeter-wave power measurement by an order of magnitude. >

Abstract: The electricity meters (1) which in each case have one single-phase measuring unit (7) per phase of each type of energy measured are interconnected with a reference electricity meter (2), generating a reference frequency (fR,j), power-feeding sources (3, 4) and phase shifter (5) in such a manner that the single-phase measuring units (7) and the reference electricity meter (7) each measure an identical power value of an identical type of energy which is located within one of a number of power ranges into which the power measuring range of the electricity meters (1) is subdivided. In each single-phase measuring unit (7), its pulse frequency, which is proportional to the measured power, is multiplied by a calibration and correction factor for each power range for the purpose of generating a frequency fS,j. Starting from a starting instant, pulses, the frequency of which is equal to the reference frequency (fR,j) multiplied by KMD,j = [RZ/RR,j].[KA/nS] are counted during a time window ns/f s,j. RR,j is the number of pulses per energy unit of the reference frequency (fR,j). RZ is a counter constant, KA is a time matching factor and ns is a stored number. The count obtained is stored as value of a calibration factor and called up in operation, for example when the power associated with the measured energy is within the relevant power range. Its subsequent multiplication by a correction factor results in the value of the calibration and correction factor. The method and the arrangement permit the automatic calibration of complex electricity meters in a particularly simple manner.
