TL;DR: A tool, called LOCALIZER, which improves the locality of programs for multiprogrammed virtual-memory computer systems, is described, and the method of critical working sets, which is the basis of the tool, is presented.
Abstract: A tool, called LOCALIZER, which improves the locality of programs for multiprogrammed virtual-memory computer systems, is described. The method of critical working sets, which is the basis of the tool, is presented. This method is especially suitable for those systems where primary memory is managed according to the working set strategy. The various modules of the tool are briefly described after a discussion of the general restructuring procedure. Abstract: Britain's National Health Service is to undergo a massive restructuring on April 1, 1974, the chief aims of which are to introduce greater managerial efficiency and to promote a better balance among hospital-focused specialists' services for acute treatment, community-based family-practitioner services for primary care, and the care of the long-term chronically ill. The machinery for these changes involves, first of all, the unification of hitherto separate hospital, family practitioner and public-health services into an integrated system, secondly, the participation of clinicians in management and, thirdly, the introduction of multidisciplinary consensus teams for management and planning at operational levels. Notwithstanding a number of shortcomings, the reorganization appears both necessary and timely. Abstract: The application is reported of NASA management philosophy and techniques within New Castle County, Delaware, to meet actual problems of community violence. It resulted in restructuring the county approach to problems of this nature, and development of a comprehensive system for planning, based on the NASA planning process. The method involved federal, state, and local resources with community representatives in solving the problems. The concept of a turbulent environment is presented with parallels drawn between NASA management experience and problems of management within an urban arena.
