Abstract: The academic literature on Service Oriented Architecture (SOA) governance is based on theories and assumptions rather than practices, whereas the SOA governance frameworks proposed by Information Technology (IT) vendors are made to suit their products. Research shows that the problems with SOA governance in practice are among the major reasons of SOA failures. An extensive literature review that covers SOA, IT governance and SOA governance has been carried out part of this research. The purpose of this research paper is to increase our understanding of SOA governance and to show which SOA aspects organizations should consider when adopting a SOA governance framework. Based on a literature review, this study first proposes a list of SOA aspects to be considered when implementing SOA governance. By adopting an interpretive research methodology --- based on interviews with professionals and practitioners in the fields of IT governance and SOA governance --- this research paper examines the importance of these aspects. The results provide a theoretical conceptualization of SOA aspects that can be used to assess SOA governance practices and provide guidance to improve them.

Abstract: While many organisations have implemented service-oriented architecture (SOA) governance to optimise their delivery of services, tremendous practical challenges persist at different organisational stages. The existing literature illustrates the concepts of enterprise SOA and the adoption of SOA governance in a variety of contexts. Many SOA governance models have been developed and introduced based on specific organisations’ requirements, strategies, responsibilities and orientation processes. However, SOA governance models are abstract and lack structure and best practices, making it difficult for them to be generalised and adopted in reality, especially in the context of e-government. Only a few studies use e-government to contextualise the Critical Success Factors (CSFs) in SOA governance adoption. Hence, Saudi Arabia’s e-government programme, in which an SOA was established, is explored in this case study from a business point of view with regard to examining the best practices for a successful SOA governance adoption using the CSFs framework. This project’s methodology begins with a review of the current literature that informs this qualitative research study by using semi-structured interviews with senior managers in Saudi Arabia’s e-government programme. The managers confirm that literature-based CSFs indicating that SOA governance adoption will be successful are relevant in the Saudi Arabian context. Also, illustrate a list of best practices for each factor provided. The results show that more capabilities for some best practices are required for successful SOA governance adoption. This paper is an essential read for academic researchers, managers and practitioners seeking successful SOA governance adoption.

Abstract: Companies in today's world need to cope with an ever greater need for flexible and agile IT systems to keep up with the competition and rapidly changing markets. This leads to increasingly complex system landscapes that are often realized using service-oriented architectures (SOA). Companies often struggle to handle the complexity and the governance activities necessary after this paradigm shift. We therefore present a semantically-enabled SOA Governance Repository as the central tool to manage and govern all SOA-related activities within a company. This repository is based on our previously defined key governance aspects as well as our SOA Governance Meta Model (SOA-GovMM). We describe how our repository is able to support and improve the speed and flexibility of company's IT processes.

Abstract: Large-scale adoption of cloud computing has resulted in the fragmentation of responsibilities over IT resources between consumers and providers of cloud services, necessitating the re-assessment of governance principles and processes. In this paper we have described a Cloud Computing Governance Reference Model that is an adaptation of the SOA Governance Reference Model with specific extensions to cover the governance requirements of cloud computing environments. The reference model includes definition of guiding principles and specification of governance processes.

Abstract: Nowadays organizations require an effective governance framework for their service-oriented architecture (SOA) in order to enable them to use a framework to evaluate their current state governance and determine the governance requirements, and then to offer a suitable model for their governance. Various frameworks have been developed to evaluate the SOA governance. In this paper, a brief introduction to the internal control framework COBIT is described, and it is used to show how to develop a framework to evaluate the SOA governance within an organization. The SOA and information technology expert surveys are carried out to evaluate the proposed framework. The results of this survey verify the proposed framework.

Abstract: Externally provisioned cloud services enable flexible and on-demand sourcing of IT resources. Cloud computing introduces new challenges such as need of business process redefinition, establishment of specialized governance and management, organizational structures and relationships with external providers and managing new types of risk arising from dependency on external providers. There is a general consensus that cloud computing in addition to challenges brings many benefits but it is unclear how to achieve them. Cloud computing governance helps to create business value through obtain benefits from use of cloud computing services while optimizing investment and risk. Challenge, which organizations are facing in relation to governing of cloud services, is how to design and implement cloud computing governance to gain expected benefits. This paper aims to provide guidance on implementation activities of proposed Cloud computing governance lifecycle from cloud consumer perspective. Proposed model is based on SOA Governance Framework and consists of lifecycle for implementation and continuous improvement of cloud computing governance model.
