Abstract: This article reviews the state of the art in social impact assessment (SIA). SIA is distinguished from problem analysis, policy development research, and evaluation research. Five sub-fields in SIA are identified. The general methodology for SIA is outlined, and a sophisticated methodology for assessing the social impacts of constructing major facilities is explained in detail. Several innovative research techniques or methodologies have been adapted to SIA requirements and are reviewed. New directions in SIA are identified including cumulative impact analysis, accounting of positive social impacts, monetizing stress factors, and new public involvement techniques.

Abstract: This paper describes the student project that won the 1982 national award from the American Planning Association It begins with the epistemological orientation that places social values at the cornerstone of Social Impact Assessment. The planning project, electrical self-sufficiency in harmony with community values on the Hawaiian island of Moloka'i, is then described. The educational format is discussed as a practicum incorporating the assistance of expert consultants, commu nity residents, and statewide agencies and organizations. The methodological approaches of multidimensional scaling and time series are explained, followed by data analysis and presentation instruction Finally, applications to planning for this community as well as implications for the future of social impact assessment are discussed

Abstract: A savings/harm tableau is proposed for explicit evaluation of alternative retrenchment proposals and their expected impacts. The format should also be useful for collecting and recording information essential to policy officials and citizen groups in determining "least harmful" solutions to retrenchment. The method parallels cost-effectiveness and goals-achievement procedures but is targeted to the distributional effects of austerity efforts. Some recommendations are provided about policy options for achieving savings in the provision of public services and the measurement of service impacts.
