Imagined communities: Reflections on the origin and spread of nationalism

We present VOSviewer, a freely available computer program that we have developed for constructing and viewing bibliometric maps. Unlike most computer programs that are used for bibliometric mapping, VOSviewer pays special attention to the graphical representation of bibliometric maps. The functionality of VOSviewer is especially useful for displaying large bibliometric maps in an easy-to-interpret way. The paper consists of three parts. In the first part, an overview of VOSviewer’s functionality for displaying bibliometric maps is provided. In the second part, the technical implementation of specific parts of the program is discussed. Finally, in the third part, VOSviewer’s ability to handle large maps is demonstrated by using the program to construct and display a co-citation map of 5,000 major scientific journals.

The dynamics of innovation: from national systems and "Mode" 2 to a triple helix of university-industry-government relations.

Abstract The Triple Helix of university–industry–government relations is compared with alternative models for explaining the current research system in its social contexts. Communications and negotiations between institutional partners generate an overlay that increasingly reorganizes the underlying arrangements. The institutional layer can be considered as the retention mechanism of a developing system. For example, the national organization of the system of innovation has historically been important in determining competition. Reorganizations across industrial sectors and nation states, however, are induced by new technologies (biotechnology, ICT). The consequent transformations can be analyzed in terms of (neo-)evolutionary mechanisms. University research may function increasingly as a locus in the “laboratory” of such knowledge-intensive network transitions.

Normativity is everywhere. It is taken up in ethics, but also in law and political theory, and more implicitly in economics and sociology. And there is the de facto normativity of master narratives and imaginaries, like the modernist narrative of progress—in particular progress through science. There is also, underlying many normative issues, the fundamental challenge (die argerliche Tatsache) of social order, as a value in its own right, and thus to be conserved, and/or as a constraint that needs to be opened up. This essential ambivalence of social order feeds into the discourse about innovation, which can be embraced as wonderful, or criticised as deviant and possibly dangerous (cf. Godin 2010). Issues thrown up by emerging technologies partake in this fundamental challenge, and are thus broader (and deeper) than questions of risk and other immediate effects on society.

This is the first level of pervasiveness of normativity. One implication is that the achievements of ethics, ‘the rich and diverse work of the past 2,500 years of moral philosophy’ (Baggini and Fosl 2007: p. xvi), while considerable and to be built upon, cover only part of the articulations of normativity, in spite of the claim of ethicists that normativity is their special domain. I will discuss other articulations of normativity as in law, governance and sociology, and also consider ‘sites’ where pervasive normativity is visible. My own experience with constructive technology assessment (CTA) will be one such ‘site’

Bibliometric methods in general undervalue technological research. This study examines the relation in literature between technological/industrial journals and scientific journals in the case of the plastics industry and polymer science. Trade-journals cannot be used in a straightforward bibliometric manner, but can be an aid in mapping the different groups and reveal the lsquohiddenrsquo communication between technological and scientific communities.

The role of trade literature in the communication system

South African higher education has, for the last twenty years, attempted to confront the legacy its past, particularly the lack of access to science, technology, engineering and mathematics-based (STEM) education by the vast majority of potential students. The current policy environment is dominated by a drive towards high skills jobs and innovation that links research to new forms of production and new services. With the promulgation of a new 'Higher Education Qualifications Sub-framework' (HEQSF, 2013) in South Africa there has been considerable curriculum development work across a number of fields and disciplines to enable the 'high skills' agenda. Many programs that served as entry qualifications to employment as computer engineering technicians have been subject to upward re-curriculation towards engineering programs. A concern is the lack of clarity around appropriate qualifications and skills levels for a developing country and what might differentiate engineering technician programs from professional engineering programs. There are deep concerns in South Africa about the need to transform society, in particular to ensure that the legitimate aspirations of black South Africans are met and that talented young citizens are able to access higher education and obtain qualifications that enable them to enter the workplace and contribute meaningfully to development. In this paper we discuss the ethics of curriculum development, and argue for an ethical framework to assist institutions to guide curricular decision-making in engineering. A methodology for curricular comparison was developed from the work of Karl Maton on 'semantic waves' that was used to construct a systematic comparison between a technician and engineering programme in the field of computer engineering. We show distinct knowledge differences between two programs, one a technician's diploma and the other an professional engineering degree program. We use the findings to illustrate wider concerns about the ethics of/in engineering curriculum development in South Africa as a developing country with a transformation agenda.
