Imagined communities: Reflections on the origin and spread of nationalism

We present VOSviewer, a freely available computer program that we have developed for constructing and viewing bibliometric maps. Unlike most computer programs that are used for bibliometric mapping, VOSviewer pays special attention to the graphical representation of bibliometric maps. The functionality of VOSviewer is especially useful for displaying large bibliometric maps in an easy-to-interpret way. The paper consists of three parts. In the first part, an overview of VOSviewer’s functionality for displaying bibliometric maps is provided. In the second part, the technical implementation of specific parts of the program is discussed. Finally, in the third part, VOSviewer’s ability to handle large maps is demonstrated by using the program to construct and display a co-citation map of 5,000 major scientific journals.

The dynamics of innovation: from national systems and "Mode" 2 to a triple helix of university-industry-government relations.

Abstract The Triple Helix of university–industry–government relations is compared with alternative models for explaining the current research system in its social contexts. Communications and negotiations between institutional partners generate an overlay that increasingly reorganizes the underlying arrangements. The institutional layer can be considered as the retention mechanism of a developing system. For example, the national organization of the system of innovation has historically been important in determining competition. Reorganizations across industrial sectors and nation states, however, are induced by new technologies (biotechnology, ICT). The consequent transformations can be analyzed in terms of (neo-)evolutionary mechanisms. University research may function increasingly as a locus in the “laboratory” of such knowledge-intensive network transitions.

Technological transitions as evolutionary reconfiguration processes: a multi-level perspective and a case-study

Science and technology (S&T) are considered to be a central source, or at least a basic medium, of societal and industrial innovation, while innovation is conceived to basically feed the regeneration of our welfare. The suppliers of S&T in Europe as well as the users of their „products“, are confronted with a number of challenges today. We want to stress here that it was not the primary goal of our Advanced Science & Technology Policy Planning (ASTPP) Network to come up with proposals how the strategic character of European S&T policies could be strengthened. The ASTPP-network instead focuses on one aspect: the provision of strategic intelligence necessary to identify and develop strategic choices. The underlying hypothesis is that the existing body of experiences with technology foresight, technology assessment and S/T policy evaluation provides a basis for the development of an advanced S&T policy „planning“ approach by trying to enhance, interlink or even integrate the growing, but still dispersed experience in these three areas of intelligence. By „intelligent“ we mean that the inter-relatedness of S&T, industrial efforts, societal needs and political interventions becomes more transparent so that interactive collaboration between them will be facilitated.

A Quasi-Evolutionary Model of Technological Development and a Cognitive Approach to Technology Policy

Dutch thinking about the issues, tools and practices of evaluation is explored, with special reference to societal quality. Indicators are identified and positioned through the review of 17 evaluation processes in the Netherlands. The context for the review process is examined.

Evaluation of societal quality of public sector research in the Netherlands

Umbrella terms like ‘nanotechnology’ and ‘sustainability research’ have emerged as part of the new regime of Strategic Science. As mediators between science and society they have a dual role. Their overall promise allows resources to be mobilised for new fields which can then be productive in their own right. At the same time, however, they also put pressure on these fields to take relevance considerations into account. The process of emergence and stabilisation of umbrella terms is outlined and traced in detail in the cases of nanotechnology and sustainability research. What we see is interesting de facto governance of science, as well as new forms of involvement of STS scholars.
