Buildings are among the largest consumers of electricity in the US. A significant portion of this energy use in buildings can be attributed to HVAC systems used to maintain comfort for occupants. In most cases these building HVAC systems run on fixed schedules and do not employ any fine grained control based on detailed occupancy information. In this paper we present the design and implementation of a presence sensor platform that can be used for accurate occupancy detection at the level of individual offices. Our presence sensor is low-cost, wireless, and incrementally deployable within existing buildings. Using a pilot deployment of our system across ten offices over a two week period we identify significant opportunities for energy savings due to periods of vacancy. Our energy measurements show that our presence node has an estimated battery lifetime of over five years, while detecting occupancy accurately. Furthermore, using a building simulation framework and the occupancy information from our testbed, we show potential energy savings from 10% to 15% using our system.

Contractor selection is one of the main activities of clients. Without a proper and accurate method for selecting the most appropriate contractor, the performance of the project will be affected. The multi-criteria decisionmaking (MCDM) is suggested to be a viable method for contractor selection. The analytic hierarchy process (AHP) has been used as a tool for MCDM. However, AHP can only be employed in hierarchical decision
models. For complicated decision problems, the analytic network process (ANP) is highly recommended since ANP allows interdependent influences specified in the model. An example is demonstrated to illustrate how this method is conducted, including the formation of supermatrix and the limit matrix.

Due to their complex nature, construction projects are continuously faced with several challenges relating to cost, time, quality, satisfaction, etc. These are as a result of several factors including procurement method adopted, tendering approach, contractual options, etc. This study investigated various procurement routes of projects funded by the public sector with a view to suggesting appropriate options for improved performance construction projects. Based on the data obtained from literature review of the existing body of knowledge, primary data were obtained through questionnaires survey of relevant construction professionals. From the data obtained, design, tender and bill as well as management procurement options are the most preferred systems for public funded projects. The procedures followed when selecting a procurement systems are; competitive, qualified and open procedures. In selecting the system to be adopted, clarity allocation of responsibility, degree of competition and risk management approach are the major aspect considered. In view of this, procurement system for public funded projects should be selected based on the scope of work and not necessarily the experience of the construction team. More so, sustainability, economic stability and construction culture of projects should be considered for optimum project performance.

Evaluation of Procurement Systems of Public Sector Funded Projects

Stakeholders’ influence on construction project is of great importance in any sustainable construction development. This study presents the assessment of the influence of stakeholder’s contribution on sustainable building construction, with a view to ascertaining the respective role of stakeholders on construction projects. Data obtained for the study were, through well-structured questionnaires distributed to professionals in construction industry. Out of the eighty-six (86) questionnaires that was administered, seventy-three (73) questionnaires were collected and analysed using Mean Item Score (MIS). The data were analysed and presented with tables, considering the influences of different stakeholders at different stages of construction stages, Mean Item Scores (MIS) was used to rank the divers’ influences that stakeholders can have on a project. The results show that Government authorities were highly ranked for the pre-construction stage. For the construction stage, stakeholders have the highest dominant role in the construction stage. It was therefore concluded that the general public ranked the highest influence in the post construction stage.
