Nos últimos trinta trinta anos, houve profundas mudanças na forma como compreendemos o crime e a justiça criminal. O crime tornou-se um evento simbólico, um verdadeiro teste para a ordem social e para as políticas governamentais, um desafio para a sociedade civil, para a democracia e para os direitos humanos. Segundo David Garland, professor da Faculdade de Direito da New York University, um dos principais autores no campo da Sociologia da Punição e com artigo publicado na Revista de Sociologia e Política , número 13, na modernidade tardia houve uma verdadeira obsessão securitária, direcionando as políticas criminais para um maior rigor em relação às penas e maior intolerância com o criminoso. Há trinta anos, nos EUA e na Inglaterra essa tendência era insuspeita. O livro mostra que os dois países compartilham intrigantes similaridades em suas práticas criminais, a despeito da divisão racial, das desigualdades econômicas e da letalidade violenta que marcam fortemente o cenário americano. Segundo David Garland, encontram-se nos dois países os “mesmos tipos de riscos e inseguranças, a mesma percepção a respeito dos problemas de um controle social não-efetivo, as mesmas críticas da justiça criminal tradicional, e as mesmas ansiedades recorrentes sobre mudança e ordem sociais”1 (GARLAND, 2001, p. 2). O argumento principal da obra é o seguinte: a modernidade tardia, esse distintivo padrão de relações sociais, econômicas e culturais, trouxe consigo um conjunto de riscos, inseguranças e problemas de controle social que deram uma configuração específica às nossas respostas ao crime, ao garantir os altos custos das políticas criminais, o grau máximo de duração das penas e a excessivas taxas de encarceramento.

The culture of control: crime and social order in contemporary, society

What makes organizations so similar? We contend that the engine of rationalization and bureaucratization has moved from the competitive marketplace to the state and the professions. Once a set of organizations emerges as a field, a paradox arises: rational actors make their organizations increasingly similar as they try to change them. We describe three isomorphic processes-coercive, mimetic, and normative—leading to this outcome. We then specify hypotheses about the impact of resource centralization and dependency, goal ambiguity and technical uncertainty, and professionalization and structuration on isomorphic change. Finally, we suggest implications for theories of organizations and social change.

Policing at a crossroads

Using survey findings conducted among policing scholars with evaluations in the Evidence-Based Policing Matrix, we examine research-practitioner partnerships from the researcher perspective. The use of the Matrix offers the ability to compare researcher responses with information already collected on various attributes of each evaluation, and we find several relationships between the partnership and evaluation characteristics. Responses suggest that researchers are doing the majority of initiation of these evaluations, and the majority of evaluation products are scholarly in nature. Additionally, funding is central to the initiation of research, indicating that research-practitioner partnerships are likely lopsided, generated often from researchers rather than their policing counterparts. If partner- ships are to increase the use of research in policing, more attention should focus on follow-through and the continu- ance of their relationship, as well as offering the department practical recommendations in addition to research outcomes.

The Impacts of Large-Scale License Plate Reader Deployment on Criminal Investigations:

Empirical research suggests that traffic enforcement is the most common type of proactive activity police officers engage in on a daily basis. Further, agencies often use traffic enforcement to achieve both traffic safety and crime control. Given these goals, the purpose of this paper is to investigate whether (and to what extent) officers are accurately targeting their proactive traffic enforcement with crime and vehicle crashes in two agencies.,The study examines traffic enforcement patterns in two agencies to see whether proactive traffic enforcement aligns spatially with crime and vehicle crashes. This study employs negative binomial regression models with clustered standard errors to investigate this alignment at the micro-spatial level. Key variables of interest are measured with police calls for service data, traffic citation data and vehicle crash data from two law enforcement jurisdictions.,High levels of spatial association are observed between traffic accidents and crime in both agencies, lending empirical support to the underlying theories of traffic enforcement programs that also try to reduce crime (i.e. “DDACTS”). In both agencies, traffic accidents also appear to be the most prominent predictor of police proactive traffic enforcement activities, even across different times of day. However, when vehicle crashes are accounted for, the association between crime and traffic stops is weaker, even during times of day when agencies believe they are using proactive traffic enforcement as a crime deterrent.,No prior study to authors knowledge has examined the empirical association between police proactive traffic activities and crime and traffic accidents in practice. The current study seeks to fill that void by investigating the realities of traffic stops as practiced daily by police officers, and their alignment with crime and vehicle crashes. Such empirical inquiry is especially important given the prevalent use of traffic enforcement as a common proactive policing tool by police agencies to control both traffic and crime problems.
