TL;DR: It is found that mass shootings have a larger effect on persons becoming handgun owners than on the number of handguns a person owns, and the authors offer appropriate cautions about the likelihood that California's response after mass shootings may differ from that in other states because of variations in gun culture and policy across states.

Temporal association between federal gun laws and the diversion of guns to criminals in Milwaukee.

TL;DR: Changes to federal law shielded gun dealers from the release of gun trace data and provided other protections to gun dealers in 2003 were associated with a 203% increase in the number of guns diverted to criminals within a year of sale by the gun store.
