Managing the health effects of climate change

Flood risk is expected to increase as the climate warms. This study, for the first time, uses several climate models to estimate the global risk of flooding at the end of the century. Projections show a large increase in flood frequency in some areas, whereas other regions can expect a decrease. Vulnerability is dependent on the degree of warming and the interannual variability in precipitation.

Global flood risk under climate change

Since the IPCC Third Assessment Report (TAR), our understanding of the implications of climate change for coastal systems and low-lying areas (henceforth referred to as ‘coasts’) has increased substantially and six important policy-relevant messages have emerged. Coasts are experiencing the adverse consequences of hazards related to climate and sea level (very high confidence). Coasts are highly vulnerable to extreme events, such as storms, which impose substantial costs on coastal societies [6.2.1, 6.2.2, 6.5.2]. Annually, about 120 million people are exposed to tropical cyclone hazards, which killed 250,000 people from 1980 to 2000 [6.5.2]. Through the 20th century, global rise of sea level contributed to increased coastal inundation, erosion and ecosystem losses, but with considerable local and regional variation due to other factors [6.2.5, 6.4.1]. Late 20th century effects of rising temperature include loss of sea ice, thawing of permafrost and associated coastal retreat, and more frequent coral bleaching and mortality [6.2.5]. Coasts will be exposed to increasing risks, including coastal erosion, over coming decades due to climate change and sea-level rise (very high confidence). Anticipated climate-related changes include: an accelerated rise in sea level of up to 0.6 m or more by 2100; a further rise in sea surface temperatures by up to 3°C; an intensification of tropical and extratropical cyclones; larger extreme waves and storm surges; altered precipitation/run-off; and ocean acidification [6.3.2]. These phenomena will vary considerably at regional and local scales, but the impacts are virtually certain to be overwhelmingly negative [6.4, 6.5.3].

Coastal systems and low-lying areas

Flood losses in coastal cities will rise due to increasing populations and assets. Research now quantifies average losses in the 136 largest coastal cities. Estimated at approximately US$6 billion in 2005, average annual losses could increase to US$52 billion by 2050 on the basis of projected socio-economic change alone. If climate change and subsidence are also considered, current protection will need to be upgraded to avoid unacceptable losses. Flood exposure is increasing in coastal cities1,2 owing to growing populations and assets, the changing climate3, and subsidence4,5,6. Here we provide a quantification of present and future flood losses in the 136 largest coastal cities. Using a new database of urban protection and different assumptions on adaptation, we account for existing and future flood defences. Average global flood losses in 2005 are estimated to be approximately US$6 billion per year, increasing to US$52 billion by 2050 with projected socio-economic change alone. With climate change and subsidence, present protection will need to be upgraded to avoid unacceptable losses of US$1 trillion or more per year. Even if adaptation investments maintain constant flood probability, subsidence and sea-level rise will increase global flood losses to US$60–63 billion per year in 2050. To maintain present flood risk, adaptation will need to reduce flood probabilities below present values. In this case, the magnitude of losses when floods do occur would increase, often by more than 50%, making it critical to also prepare for larger disasters than we experience today. The analysis identifies the cities that seem most vulnerable to these trends, that is, where the largest increase in losses can be expected.

Reducing Disaster Risk: a challenge for development

Assessments of tropical cyclone risk trends are typically based on reported losses, which are biased by improvements in information access. Now research based on thousands of physically observed events and contextual factors shows that, despite projected reductions in tropical cyclone frequency, projected increases in demographic pressure and tropical cyclone intensity can be expected to exacerbate disaster risk.

Global trends in tropical cyclone risk

. This paper presents a model of factors influencing levels of human losses from natural hazards at the global scale, for the period 1980–2000. This model was designed for the United Nations Development Programme as a building stone of the Disaster Risk Index (DRI), which aims at monitoring the evolution of risk. Assessing what countries are most at risk requires considering various types of hazards, such as droughts, floods, cyclones and earthquakes. Before assessing risk, these four hazards were modelled using GIS and overlaid with a model of population distribution in order to extract human exposure. Human vulnerability was measured by crossing exposure with selected socio-economic parameters. The model evaluates to what extent observed past losses are related to population exposure and vulnerability. Results reveal that human vulnerability is mostly linked with country development level and environmental quality. A classification of countries is provided, as well as recommendations on data improvement for future use of the model.

Global Risk And Vulnerability Index Trends per Year (GRAVITY) Phase II: Development, analysis and results

Our aim is to produce a world map of flooded areas for a 100 year return period, using a method based on large rivers peak flow estimates derived from mean monthly discharge time-series. Therefore, the map is supposed to represent flooding that affects large river floodplains, but not events triggered by specific conditions like coastal or flash flooding for instance. We first generate for each basin a set of hydromorphometric, land cover and climatic variables. In case of an available discharge record station at the basin outlet, we base the hundred year peak flow estimate on the corresponding time-series. Peak flow magnitude for basin outlets without gauging stations is estimated by statistical means, performing several regressions on the basin variables. These peak flow estimates enable the computation of corresponding flooded areas using hydrologic GIS processing on digital elevation model.
