TL;DR: Using ultrashort excitation pulses in the infrared (IR) tuned to the CH or oligomeric OH absorption bands of ethanol dissolved in CCl4, vibrational predissociation and partial reassociation of hydrogen bonds are observed on the picosecond time scale.
