Consideration of satellite-based educational networking. The characteristics and structure of networks are reviewed, and pressures within the educational establishment that are providing motivation for various types of networks are discussed. A number of studies are cited in which networking needs for educational sectors and services are defined. The current status of educational networking for educational radio and television, instructional television fixed services, inter- and intrastate educational communication networks, computer networks, cable television for education, and continuing and proposed educational experiments using NASA's Applications Technology Satellites is reviewed. Possible satellite-based educational telecommunication services and three alternatives for implementing educational satellite systems are described. Some remarks are made concerning public policy aspects of future educational satellite system development.

Satellite Networks for Education.

The design of a low-cost FM-microwave satellite-ground-station receiver is described. It is capable of accepting 12 contiguous color-television equivalent-bandwidth channels in the 11.72-12.2-GHz band using a wide-band FM format and frequency division multiplexing (FDM) of the channels. Each channel has 36 MHz of usable bandwidth with a 4-MHz guard band and provides a CATV compatible output. The overall system specifications are first discussed. Then consideration is given to the design, fabrication, and evaluation of the different subsystems in the receiver.

There have been many investigations taken place how rain attenuation can affect satellite communications. The main concern is to how to implement the link design margin that meets the cost requirement. In this study, the author applied the logic design such courting register to satellite transponder while investigating rain attenuation effect on satellite communications. The investigation takes place in some parts of Brazil, Paraguay, Argentina countries, and Atlantic ocean; representing for P, N, and K regions. The specifications for uplink and downlink were identified for P, N, and K regions. The parameters of the technical satellite design, in particular DBS-TV system, were determined based on specifications of uplink and downlink. The link budgets were evaluated for uplink and downlink criteria in the regions. The link availability and outage in rain were determined in order to evaluate the capability of the system. The results are conducted with double converter QPSK DBS-TV transmitter for the uplink Earth station, double converter QPSK DBS-TV transponder of the satellite, and downlink Earth station receivers on the regions of P and N. The investigations are for 16 Ku-band transponders in order to evaluate Bit Error Ratio, carrier power per thermal noise power ratio, link outage for appropriate coding gain and implementation margin.
