Food and Agriculture Organization (FAO) The Food and Agriculture Organization (FAO), established in 1945, is a UN specialized agency that provides global data and expertise on agri­ culture and nutrition, fisheries, forestry, and other food and agriculture– related issues. FAO is the UN system’s largest autonomous agency, with headquarters in Rome, 78 country offices and 15 regional, sub–regional, and liaison offices, including one located in Washington, D.C. FAO’s highest policy–making body, the biennial General Conference, comprises all 183 FAO member countries plus the European Commission. The General Conference determines FAO policy and approves FAO’s reg­ ular program of work and budget. The 31st Conference, meeting in November 1999, re–elected Director–General Jacques Diouf (Senegal) to a second six–year term through December 2005. Each biennial Confer­ ence elects a 49–member Council that meets semi–annually to make rec­ ommendations to the General Conference on budget and policy issues. The North America region, which comprises the United States and Can­ ada, is allocated two seats on the Council and one seat each on FAO’s Program, Finance, and Constitutional and Legal Matters (CCLM) Com­ mittees. The United States holds the North American seats on the Finance and Joint Staff Pension Committees through December 2003. Canada holds the North American seat on the CCLM and Program Committees through December 2003. The United States participated at the World Food Summit: Five Years Later meeting held at FAO headquarters June 10–13, 2002, to discuss progress towards attaining the 1996 World Food Summit target of reduc­ ing the world’s number of hungry and malnourished by half by 2015. The United States presented new initiatives to improve agriculture productivity as a significant contribution toward meeting that goal. U.S. Secretary of Agriculture Ann Veneman, leading the U.S. delegation, joined other min­ isters and heads of state and government in adopting a Declaration, “The International Alliance Against Hunger,” which reiterated the goals of the 1996 World Food Summit and stated, inter alia, “we are committed to

Our increasing dependence on a small number of agricultural crops, such as corn, is leading to reductions in agricultural biodiversity. Reductions in the number of crops in rotation or the replacement of rotations by monocultures are responsible for this loss of biodiversity. The belowground implications of simplifying agricultural plant communities remain unresolved; however, agroecosystem sustainability will be severely compromised if reductions in biodiversity reduce soil C and N concentrations, alter microbial communities, and degrade soil ecosystem functions as reported in natural communities. We conducted a meta-analysis of 122 studies to examine crop rotation effects on total soil C and N concentrations, and the faster cycling microbial biomass C and N pools that play key roles in soil nutrient cycling and physical processes such as aggregate formation. We specifically examined how rotation crop type and management practices influence C and N dynamics in different climates and soil types. We found that adding one or more crops in rotation to a monoculture increased total soil C by 3.6% and total N by 5.3%, but when rotations included a cover crop (i.e., crops that are not harvested but produced to enrich the soil and capture inorganic N), total C increased by 8.5% and total N 12.8%. Rotations substantially increased the soil microbial biomass C (20.7%) and N (26.1%) pools, and these overwhelming effects on microbial biomass were not moderated by crop type or management practices. Crop rotations, especially those that include cover crops, sustain soil quality and productivity by enhancing soil C, N, and microbial biomass, making them a cornerstone for sustainable agroecosystems.

Limiting climate warming to <2°C requires increased mitigation efforts, including land stewardship, whose potential in the United States is poorly understood. We quantified the potential of natural climate solutions (NCS)-21 conservation, restoration, and improved land management interventions on natural and agricultural lands-to increase carbon storage and avoid greenhouse gas emissions in the United States. We found a maximum potential of 1.2 (0.9 to 1.6) Pg CO2e year-1, the equivalent of 21% of current net annual emissions of the United States. At current carbon market prices (USD 10 per Mg CO2e), 299 Tg CO2e year-1 could be achieved. NCS would also provide air and water filtration, flood control, soil health, wildlife habitat, and climate resilience benefits.

Cadmium toxicity in plants: Impacts and remediation strategies.

Corn (Zea mays L.) grain yield is closely related to plant density and is typically maximized in the northern Corn Belt when planting occurs in late April. However, spring rainfall events often result in wet soil conditions that delay planting. From 2008 to 2010, experiments were conducted at two locations in southern Minnesota to determine whether the agronomic responses of corn to plant density differ with planting date. Six plant densities ranging from 38,400 to 107,900 plants ha ―1 were evaluated within three planting dates that occurred on 2-wk intervals beginning in late April to early May. Yield and net return to seed cost were not affected when planting was delayed 2 wk, but were 15 and 18 to 30% lower when planting was delayed 4 wk, respectively. Yield loss due to late planting was associated with a 7% decrease in kernel weight and no change in kernels per square meter. Responses to plant density for stalk diameter, intercepted photosynthetically active radiation (IPAR) and leaf area index (LAI) at silking, lodging, grain yield and components, and net return to seed cost for 25 economic scenarios did not differ with planting date. There was a quadratic-plateau response of grain yield to plant density with yield maximized at ≥81,700 plants ha ―1 . These results from a 102-d relative maturity hybrid over six site-years in southern Minnesota show that increased plant density may not be able to offset the yield and economic losses associated with late planting.

Rice blast is a serious fungal disease of rice (Oryza sativa L.) that is threatening global food security. It has been extensively studied due to the importance of rice production and consumption, and because of its vast distribution and destructiveness across the world. Rice blast, caused by Pyricularia oryzae Cavara 1892 (A), can infect aboveground tissues of rice plants at any growth stage and cause total crop failure. The pathogen produces lesions on leaves (leaf blast), leaf collars (collar blast), culms, culm nodes, panicle neck nodes (neck rot), and panicles (panicle blast), which vary in color and shape depending on varietal resistance, environmental conditions, and age. Understanding how rice blast is affected by environmental conditions at the cellular and genetic level will provide critical insight into incidence of the disease in future climates for effective decision-making and management. Integrative strategies are required for successful control of rice blast, including chemical use, biocontrol, selection of advanced breeding lines and cultivars with resistance genes, investigating genetic diversity and virulence of the pathogen, forecasting and mapping distribution of the disease and pathogen races, and examining the role of wild rice and weeds in rice blast epidemics. These tactics should be integrated with agronomic practices including the removal of crop residues to decrease pathogen survival, crop and land rotations, avoiding broadcast planting and double cropping, water management, and removal of yield-limiting factors for rice production. Such an approach, where chemical use is based on crop injury and estimated yield and economic losses, is fundamental for the sustainable control of rice blast to improve rice production for global food security.
