Poverty and Famines: An Essay on Entitlement and Deprivation

Thirty-three brothels in rural and small-town Nevada, which contain between 225 and 250 prostitutes, are legal or openly tolerated and strictly controlled by state statute, city and county ordinances, and local rules. Twenty-two of the brothels are in places with populations between 500 and 8,000, and the remaining eleven are in rural areas. The legal and quasi-legal restrictions placed on prostitutes severely limit their activities outside brothels. These restrictions in conjunction with historical inertia, perceived benefits of crime and venereal disease control, and the good image of madams contribute to widespread positive local attitudes toward brothel prostitution. Interactions between clients and prostitutes in brothel parlors are also restricted and limited to a few basic types which are largely determined by entrepreneurial philosophy. Résumé de l'article Reconnu depuis une dizaine d’années seulement, le patrimoine géomorphologique fait l’objet d’une attention accrue de la part des scientifiques et des acteurs du territoire, en raison des menaces grandissantes qui pèsent sur la préservation des reliefs et des paysages, mais aussi compte tenu des potentialités qu’offre la valorisation culturelle et touristique des sites d’intérêt géomorphologique (ou géomorphosites) pour le développement local. En France métropolitaine, la région Île-de-France concentre des enjeux forts en matière de conservation et de valorisation du patrimoine géomorphologique, surtout face à l’urbanisation croissante qui le menace directement, alors que les habitants et les visiteurs représentent un public de plus en plus demandeur pour connaître et découvrir ce nouveau type de géopatrimoine sous un angle culturel ou touristique. Cet article propose de dresser un état des lieux de la protection et de la valorisation du patrimoine géomorphologique francilien, en examinant plus particulièrement (i) les outils qui ont été utilisés jusqu’à présent pour protéger les géomorphosites remarquables de la région et (ii) les acteurs engagés dans des démarches de valorisation didactique et touristique du patrimoine géomorphologique. Des exemples choisis viennent illustrer de façon concrète les moyens qui ont été mis en oeuvre sur les géomorphosites en matière de protection, de gestion et de mise en valeur. Des perspectives sont dégagées à l’issue de cette analyse, compte tenu des inventaires en cours, des stratégies nationales de création d’aires protégées et des volontés politiques locales de mettre en valeur le patrimoine géomorphologique de leur territoire.

As of the time of writing there is no state of the art survey of FAHP, we carry out a literature review of 190 application papers (i.e., applied research papers), published between 2004 and 2016, by classifying them on the basis of the area of application, the identified theme, the year of publication, and so forth. The identified themes and application areas have been chosen based upon the latest state-of-the-art survey of AHP conducted by Vaidya, O., & Kumar, S. (2006). To help readers extract quick and meaningful information, the reviewed papers are summarized in various tabular formats and charts. Unlike previous literature surveys, results and findings are made available through an online (and free) testbed, which can serve as a ready reference for those who wish to apply, modify or extend FAHP in various applications areas. This online testbed makes also available one or more fuzzy pairwise comparison matrices (FPCMs) from all the reviewed papers (255źmatrices in total).In terms of results and findings, this survey shows that: (i) FAHP is used primarily in the Manufacturing, Industry and Government sectors; (ii) Asia is the torchbearer in this field, where FAHP is mostly applied in the theme areas of Selection and Evaluation; (iii) a significant amount of research papers (43% of the reviewed literature) combine FAHP with other tools, particularly with TOPSIS, QFD and ANP (AHP's variant); (iv) Chang's extent analysis method, which is used for FPCMs' weight derivation in FAHP, is still the most popular method in spite of a number of criticisms in recent years (considered in 57% of the reviewed literature).

Permissioned Blockchain Frameworks in the Industry: A Comparison

Named Entity Recognition (NER) is a key building block of any Natural Language Processing (NLP) system, making possible the detection and classification of entities (e.g., Person, Location) in any given text. While a large number of NER software exist today, it remains difficult for NLP and NER practitioners to clearly and objectively identify what software perform(s) the best. One of the reasons is the difference in results across the literature and the lack of information needed to be able to fully reproduce the experiment. To overcome this problem, this paper presents a comprehensive and replicable study to assess the performance of NER software, thus laying the groundwork for future benchmarking and meaningful comparison studies. As part of our experiments, the latest version of five well-known NER software were selected, along with two distinct corpora. We observe a discrepancy between the result we get and the result found in the literature being around 50% in certain cases. We also found that StanfordNLP usually performs the best.

By connecting devices, people, vehicles, and infrastructures everywhere in a city, governments and their partners can improve community well-being and other economic and financial aspects (e.g., cost and energy savings). Nonetheless, smart cities are complex ecosystems that comprise many different stakeholders (network operators, managed service providers, logistic centers, and so on), who must work together to provide the best services and unlock the commercial potential of the so-called Internet of Things (IoT). This is one of the major challenges that faces today’s smart city movement, and the emerging “API economy.” Indeed, while new smart connected objects hit the market every day, they mostly feed “vertical silos” (e.g., vertical apps, siloed apps, and so on) that are closed to the rest of the IoT, thus hampering developers to produce new added value across multiple platforms and/or application domains. Within this context, the contribution of this paper is twofold: 1) present the strategic vision and ambition of the EU to overcome this critical vertical silos’ issue and 2) introduce the first building blocks underlying an open IoT ecosystem developed as part of an EU (Horizon 2020) Project and a joint project initiative (IoT-EPI). The practicability of this ecosystem, along with a performance analysis, is carried out considering a proof-of-concept for enhanced sporting event management in the context of the forthcoming FIFA World Cup 2022 in Qatar.

The Ethernet standard is a standard solution for interconnecting industrial devices despite its intrinsic drawbacks, particularly its nondeterministic medium access method. Many Ethernet-based commercial solutions available (COTS - Components Off the Shelves) on the market guarantee time performance. This means that user selection of one particular solution is a critical decision, but the choice often depends more on political strategizing with an industrial device manufacturer than on the intrinsic performance of Ethernet-based interfaces. The objective of this paper is to provide a formal behavioural analysis of each Ethernet-based solution, in order to facilitate comparison.
