A maximum likelihood (ML) estimator is developed for determining time delay between signals received at two spatially separated sensors in the presence of uncorrelated noise. This ML estimator can be realized as a pair of receiver prefilters followed by a cross correlator. The time argument at which the correlator achieves a maximum is the delay estimate. The ML estimator is compared with several other proposed processors of similar form. Under certain conditions the ML estimator is shown to be identical to one proposed by Hannan and Thomson [10] and MacDonald and Schultheiss [21]. Qualitatively, the role of the prefilters is to accentuate the signal passed to the correlator at frequencies for which the signal-to-noise (S/N) ratio is highest and, simultaneously, to suppress the noise power. The same type of prefiltering is provided by the generalized Eckart filter, which maximizes the S/N ratio of the correlator output. For low S/N ratio, the ML estimator is shown to be equivalent to Eckart prefiltering.

The generalized correlation method for estimation of time delay

This paper focuses on the class of speech enhancement systems which capitalize on the major importance of the short-time spectral amplitude (STSA) of the speech signal in its perception. A system which utilizes a minimum mean-square error (MMSE) STSA estimator is proposed and then compared with other widely used systems which are based on Wiener filtering and the "spectral subtraction" algorithm. In this paper we derive the MMSE STSA estimator, based on modeling speech and noise spectral components as statistically independent Gaussian random variables. We analyze the performance of the proposed STSA estimator and compare it with a STSA estimator derived from the Wiener estimator. We also examine the MMSE STSA estimator under uncertainty of signal presence in the noisy observations. In constructing the enhanced signal, the MMSE STSA estimator is combined with the complex exponential of the noisy phase. It is shown here that the latter is the MMSE estimator of the complex exponential of the original phase, which does not affect the STSA estimation. The proposed approach results in a significant reduction of the noise, and provides enhanced speech with colorless residual noise. The complexity of the proposed algorithm is approximately that of other systems in the discussed class.

Speech enhancement using a minimum-mean square error short-time spectral amplitude estimator

Pole/zero modelling of speech has - been investigated for many years, yet the techniques developed so far have not proven satisfactory for most speech processing applications. Often these techniques separate the modelling problem in two: first and attempt is made to estimate the vocal tract impulse response; then an ARMA model is fit to such impulse response. The purpose of this paper is to discuss a different approach which is best-suited for speech analysis. This approach consist in first deriving from the speech signal a running approximation of a pseudo glottal excitation. Using a sequential minimization technique, the parameters of the ARMA model are then derived to fit a system whose input is the excitation signal and whose output is the speech signal.

SimplexIS: Evaluating the Impact of e-Gov Simplification Measures in the Information System Architecure

The current national and international scene is facing multiple crises. The one that stands out and greatly affects the organization are crises of an economic nature. Given this national and international situation, we are now living in a time of “rationalization of costs” where organizations still continue to nobly and effectively perform their missions, in spite of budget cuts. To accomplish it without the slightest fault, organizations must have the ability to adapt to reality and create mechanisms that help catching up. One of those mechanisms can be finding indicators that can assess the organization’s effectiveness in a strategic way. The research described in this paper aims to develop and define a logical calculation to obtain the Global Organizational Effectiveness Index Subsystem (GOEIS), that is supported by a quantitative and qualitative scale (one number, one scale). The purpose of this “organizational cockpit” tool is to compare execution to planning, in some defined areas, to verify if the proposed objectives of the organization are being met and, therefore, to improve management and performance while increasing effectiveness and self-awareness. © 2012 Published by Elsevier Ltd. The history of Mankind is a history of evolution, a history of increasing adaptation by man in relation to his environment. Mankind’s history is also ‘Organization’s history’. As “Mankind’s instruments” [1], organizations also need to evolve and adapt, finding new solutions to the emerging challenges and new objectives. Organization’s first response to its challenges is strategy. Strategy is a “plan that configures certain company’s aspects, which involves processes, places, people and time in order to achieve organizational goals” [2]. It is organization’s ‘flight plan’ to ‘navigate’ towards the future it seeks, its Vision. Under the body of knowledge and principles of Organizational Engineering - and other theoretical-practical knowledge - this paper proposes a Strategy Map for the Portuguese Air Force, a tool that clarifies strategy and provides the organization with a mean of communication capable of generating motivation and creating focus and alignment, key features to ‘move’ the organization towards its Vision.
