The Evolution of International Security Studies

Spectacular economic growth in China suggests the ruling Chinese Communist Party (CCP) has somehow gotten it right. A key hypothesis in both economics and political science is that the CCP's cadre evaluation system, combined with China's geography-based governing logic, has motivated local administrators to compete with one another to generate high growth. We raise a number of theoretical and empirical challenges to this claim. Using a new biographical database of Central Committee members, a previously overlooked feature of CCP reporting, and a novel Bayesian method that can estimate individual-level correlates of partially observed ranks, we find no evidence that strong growth performance was rewarded with higher party ranks at any of the postreform party congresses. Instead, factional ties with various top leaders, educational qualifications, and provincial revenue collection played substantial roles in elite ranking, suggesting that promotion systems served the immediate needs of the regime and its leaders, rather than encompassing goals such as economic growth.

Getting Ahead in the Communist Party: Explaining the Advancement of Central Committee Members in China

Taking into account the long history and wide range of Confucian Studies, this book introduces Confucianism - initiated in China by Confucius (551 BC–479 BC) - primarily as a philosophical and religious tradition. It pays attention to Confucianism in both the West and the East, focussing on the tradition's doctrines, schools, rituals, sacred places and terminology, but also stressing the adaptations, transformations and new thinking taking place in modern times. Xinzhong Yao presents Confucianism as a tradition with many dimensions and as an ancient tradition with contemporary appeal. This gives the reader a richer and clearer view of how Confucianism functioned in the past and of what it means in the present. A Chinese scholar based in the West, he draws together the many strands of Confucianism in a style accessible to students, teachers, and general readers interested in one of the world's major religious traditions.

An introduction to Confucianism

Corruption is a threat to democracy and economic development in many societies. It arises in the ways people pursue, use and exchange wealth and power, and in the strength or weakness of the state, political and social institutions that sustain and restrain those processes. Differences in these factors, Michael Johnston argues, give rise to four major syndromes of corruption: Influence Markets, Elite Cartels, Oligarchs and Clans, and Official Moguls. In this 2005 book, Johnston uses statistical measures to identify societies in each group, and case studies to show that the expected syndromes do arise. Countries studied include the United States, Japan and Germany (Influence Markets); Italy, Korea and Botswana (Elite Cartels); Russia, the Philippines and Mexico (Oligarchs and Clans); and China, Kenya, and Indonesia (Offical Moguls). A concluding chapter explores reform, emphasising the ways familiar measures should be applied - or withheld, lest they do harm - with an emphasis upon the value of 'deep democratisation'.

Muslim Chinese: Ethnic Nationalism in the People's Republic

Algeria were often made because of priorities elsewhere. De Gaulle was crucial to the anal outcome. Only someone with his perceived prestige and French nationalist credentials could have given the Algerians independence and subdued the settlers’ terrorist Organisation de l’Armée Secrète. But he came to this role because he, too, realized that the war was political, not military, and that Algeria really was not, and ought not to be, part of France. The Evian accords freed Algeria from France, but de Gaulle realized that they also freed France from Algeria— and from the conoicted demands of the United States. The unfolding of the multiple Algerian stories made clear the permeability, and in some cases irrelevance, of national borders. “International norms could trump national sovereignty,” Connelly observes (p. 278). Human rights and economic development had become standards of globalization. Yet the sense of the erasure of national borders led also to a kind of cultural particularism, a fear of loss or submergence of familiarity, of what gave life meaning in its daily-ness. With a glimpse of the contours of a new international anancial and economic network came the sporadic assertion of cultural chauvinism—”we” must preserve ourselves against the intrusive “them.” Both of these tendencies Connelly sees among the legacies of the Algerian war, as it redivided the Mediterranean and reshaped international diplomacy. In scope, scholarship, and persuasiveness, A Diplomatic Revolution is unlikely to be surpassed as the best book about the Algerian revolution for many years to come.
