The Evolution of International Security Studies

Spectacular economic growth in China suggests the ruling Chinese Communist Party (CCP) has somehow gotten it right. A key hypothesis in both economics and political science is that the CCP's cadre evaluation system, combined with China's geography-based governing logic, has motivated local administrators to compete with one another to generate high growth. We raise a number of theoretical and empirical challenges to this claim. Using a new biographical database of Central Committee members, a previously overlooked feature of CCP reporting, and a novel Bayesian method that can estimate individual-level correlates of partially observed ranks, we find no evidence that strong growth performance was rewarded with higher party ranks at any of the postreform party congresses. Instead, factional ties with various top leaders, educational qualifications, and provincial revenue collection played substantial roles in elite ranking, suggesting that promotion systems served the immediate needs of the regime and its leaders, rather than encompassing goals such as economic growth.

Taking into account the long history and wide range of Confucian Studies, this book introduces Confucianism - initiated in China by Confucius (551 BC–479 BC) - primarily as a philosophical and religious tradition. It pays attention to Confucianism in both the West and the East, focussing on the tradition's doctrines, schools, rituals, sacred places and terminology, but also stressing the adaptations, transformations and new thinking taking place in modern times. Xinzhong Yao presents Confucianism as a tradition with many dimensions and as an ancient tradition with contemporary appeal. This gives the reader a richer and clearer view of how Confucianism functioned in the past and of what it means in the present. An introduction to Confucianism

Corruption is a threat to democracy and economic development in many societies. It arises in the ways people pursue, use and exchange wealth and power, and in the strength or weakness of the state, political and social institutions that sustain and restrain those processes. Differences in these factors, Michael Johnston argues, give rise to four major syndromes of corruption: Influence Markets, Elite Cartels, Oligarchs and Clans, and Official Moguls. In this 2005 book, Johnston uses statistical measures to identify societies in each group, and case studies to show that the expected syndromes do arise. Deng Xiaoping's attempt to modernize and professionalize the People's Liberation Army (PLA) will surely be remembered as one of the most important components of his historical legacy. Yet, ironically, Deng's military activities formed a decidedly minor part of his career. Deng received no formal military training, and Chinese Communist sources have very little to say about his military contributions before 1980; most of what was reported comes from his enemies and is difficult to corroborate. What has been written after 1980 has a suspiciously hagio-graphic ring and is also difficult to confirm.

Initialy, the Chinese Communist Government held high hopes for a speedy solution to “the nationalities question.” Recent events, however, show that this question is still much in evidence and has been causing considerable anxiety in Peking. Since the beginning of the Cultural Revolution, Red Guard exposures of “black bandits in power who are following a capitalist path” have revealed the existence of minorities problems which cast doubt on the regime's previous claims of progress. The Cultural Revolution has also revealed a split between those in the top leadership who favour concessions to the customs and traditions of the minorities and those who favour immediate and total assimilation. Since the former are generally experienced administrators while the latter are ideological zealots, this split may also be seen as yet another manifestation of the continuing “Red” versus “Expert” controversy.

China's Minority Nationalities in the Cultural Revolution

In early 1975, in a speech to the cadres of the headquarters of the General Staff Department of the People's Liberation Army (PLA), Deng Xiaoping delivered his blueprint for the military of the future. The radical restructuring of the military and its officer corps that it entailed was purportedly proposed by Mao Zedong himself. However, the fact that the speech was not made public until 1983, allegedly because it had been suppressed by the Gang of Four, makes it more likely that the architect of the reorganization, with its far-reaching implications for the PLA's officer corps, was Deng himself. Two decades later, at the close of the Deng era, it is important to examine the thrust of this document in assessing trends for the officer corps of the future.
