Basics of qualitative research: Grounded theory procedures and techniques

The present historical moment may seem a particularly inopportune time to review Bowling Alone, Robert Putnam's latest exploration of civic decline in America. After all, the outpouring of volunteerism, solidarity, patriotism, and self-sacrifice displayed by Americans in the wake of the September 11 terrorist attacks appears to fly in the face of Putnam's central argument: that \"social capital\" -defined as \"social networks and the norms of reciprocity and trustworthiness that arise from them\" (p. 19)'has declined to dangerously low levels in America over the last three decades. However, Putnam is not fazed in the least by the recent effusion of solidarity. Quite the contrary, he sees in it the potential to \"reverse what has been a 30to 40-year steady decline in most measures of connectedness or community.\"' As an example of how the current \"war on terrorism\" could generate a durable civic renewal, Putnam points to the burst in civic practices that occurred during and after World War II, which he says \"permanently marked\" the generation that lived through it and had a \"terrific effect on American public life over the last half-century.\" 3 If Americans can follow this example and channel their current civic

Obstacles Preventing Principals from Becoming more Effective

Findings of a study that examined the relationship between variations in patterns of school leadership and group problem-solving process are presented in this paper. Interviews were conducted at the beginning and end of the school year with 12 principals in British Columbia who had implemented the Primary Program. The initiative was designed to restructure the first 4 years of schooling through such organizational changes as ungradedness, continuous progress, dual-entry periods to kindergarten, and active student participation in learning. Findings indicate that principals who engaged in both indirect and direct forms of instructional leadership dcoorstrated significantly higher levels of group problem-solving expertise than did building-centered and teacher-centered managers. This suggests that the thinking that gives rise to instructional leadership practices is similar to the thinking that creates an expert collaborative problem soll:er. Second, differences among principals in 10 dimensions of group problem solving were most evident in principals' purposes, skills and knowledge, and dispositions. Finally, the most effective forms of leadership were associated with women who had limited formal experience as principals. An implication is that administrator preparation curricula should be organized around a grounded view of the principal's world. Four tables are included. (Contains 44 references.) The Relationship between Variations in Patterns of School Leadership and Group Problem-Solving Processes.

Policy makers and leadership developers now admonish both aspiring and practicing educational leaders to base what they do on evidence of “best practice”. Some argue, however, that today’s best practices stand a reasonably good chance of being unsuitable for schools in the future. Unfortunately, effective leadership in future schools is empirically unknowable. This paper unpacks the arguments about “best” and “next” practices concluding that there is an empirically defensible foundation for current and future leaders.
