The present historical moment may seem a particularly inopportune time to review Bowling Alone, Robert Putnam's latest exploration of civic decline in America. After all, the outpouring of volunteerism, solidarity, patriotism, and self-sacrifice displayed by Americans in the wake of the September 11 terrorist attacks appears to fly in the face of Putnam's central argument: that \"social capital\" -defined as \"social networks and the norms of reciprocity and trustworthiness that arise from them\" (p. 19)'has declined to dangerously low levels in America over the last three decades. However, Putnam is not fazed in the least by the recent effusion of solidarity. Quite the contrary, he sees in it the potential to \"reverse what has been a 30to 40-year steady decline in most measures of connectedness or community.\"' As an example of how the current \"war on terrorism\" could generate a durable civic renewal, Putnam points to the burst in civic practices that occurred during and after World War II, which he says \"permanently marked\" the generation that lived through it and had a \"terrific effect on American public life over the last half-century.\" 3 If Americans can follow this example and channel their current civic

The End of History and the Last Man

This paper presents systematic empirical evidence for the financialization of the US economy in the post-1970s period. While numerous researchers have noted the increasing salience of finance, there have been few systematic attempts to consider what this shift means for the nature of the economy, considered broadly. In large part, this omission reflects the considerable methodological difficulties associated with using national economic data to assess the rise of finance as a macro-level phenomenon shaping patterns of accumulation in the US economy. The paper develops two discrete measures of financialization and applies these measures to postwar US economic data in order to determine if, and to what extent, the US economy is becoming financialized. The paper concludes by considering some of the implications of financialization for two areas of ongoing debate in the social sciences: (1) the question of who controls the modern corporation; and (2) the controversy surrounding the extent to which globalization has eroded the autonomy of the state.

The financialization of the American economy

The book assesses the policy actions of select Asian governments (China, India, Hong Kong, South Korea, Singapore and Thailand) to address critical health system functions from a policy design perspective. The findings show that all governments in the region have made tremendous strides in focussing their attention on the core issues and, especially, the interactions among them. However, there is still insufficient appreciation of the usefulness of public hospitals and their efficient management. Similarly, some governments have not made sufficient efforts to establish an effective regulatory framework which is especially vital in systems with a large share of private providers and payers. A well-run public hospital system and an effective framework for regulating private providers are essential tools to support the governance, financing, and payment reforms underway in the six health systems studied in this book.

Introduction: policy capacity as a prerequisite of good governance
Eorts at policy reform have been omnipresent in many developed and developing countries over 
the past several decades. Many of these eorts have featured waves of management reforms and 
administrative re-structuring, privatizations, de-regulation, re-regulation and the like (Ramesh 
and Howlett 2006). These types of reforms can be characterized as eorts to shift governance 
styles between dierent modes of governing (Treib et al. 2007). Initially, for example, the 
sentiment behind many reform eorts and coalitions in the 1980s and 1990s favoured transitions 
from government service delivery and regulation to more market-based types of governance 
regimes. Similarly in more recent years the tilt has shifted towards transitions from hierarchical and 
market forms of governance to more network-oriented governance relationships (Lange et al. 
2013; Weber, Driessen, and Runharr 2011; Lowndes and Skelcher 1998).

The role of policy capacity in policy success and failure

While policy design scholars have made significant conceptual and empirical advances in identifying and evaluating procedural tools, there has been a little focus on understanding how they interact with the more traditional “substantive” elements of a policy mix and their critical functions in policy mix designs. As a result, there is uncertainty about how procedural tools affect policy effectiveness—at adoption or over time. To address this gap, we propose a framework for deconstructing policy mix designs to examine how procedural tools interact with substantive tools in ways that either contribute to or undermine design “fitness” and “resilience.” The framework's diagnostic utility is illustrated by its application to unpack healthcare arrangements in Singapore and India, which reveals design “fault lines” that policy researchers and practitioners need to be aware of. We conclude by offering research directions for further investigating the role of procedural tools in shaping policy dynamics and outcomes.
