Stakeholder dynamics and responsibilities in Public-Private Partnerships: A mixed experience

TL;DR: In this article, a comparative case study analysis of four PPP infrastructure projects demonstrates the relevance and importance of stakeholder inclusion in PPPs, and the use of a dynamic dual stakeholder management tool is recommended as well as the identification of governance structures that allow the sharing and division of responsibilities between stakeholders.

Stakeholder management and path dependence in large-scale transport infrastructure development: the port of Antwerp case (1960–2010)

TL;DR: In this paper, the authors argue that the effective implementation of new, large-scale seaport infrastructure projects provides a stimulus to policy makers to engage on a path of continuous reflection on who and what matters in decision-making: the continuous updating of one's understanding of spatial differentiation of stakeholder views is critical in this respect, and involves the real inclusion of spatially proximate and spatially distant stakeholders.

Understanding pre-contractual transaction costs for Public–Private Partnership infrastructure projects

TL;DR: In this paper, the authors empirically analyzed transaction costs of PPPs in the pre-contractual stage and compared these to similar costs borne by private partners for traditional public procurement, and made suggestions to lower these costs or to improve the cost position of the private sector, in order to safeguard the competitive setting of the PPP market.
